Procurement Assistant
Contract

OBJECTIVES OF THE PROGRAMME
The Provision of Essential Supplies and Equipment and hiring services to support WHO's collaborative programmes the requirements of which are timely delivery.
DESCRIPTION OF DUTIES
The incumbent will perform the following duties: Draft invitation to bids/tenders, analyze obtained offers, prepare quotations' analysis sheet and recommend to Supervisor the most suitable suppliers. Draft adjudication report and the relevant purchase orders for consideration and/or approval. Prepare submissions to the Regional Contract Review Committee (RCRC)Maintain business relationship with the potential suppliers for purchase orders acknowledgements.Verify and evaluate local procurement requests to ensure compliance with the established procedures and provide comments/recommendations to RSO and budget centers.Guide end users and different stakeholders on procurement procedures and GSM processes.Replace other technical assistants when on leave and perform other responsibilities and duties as may be assigned.
REQUIRED QUALIFICATIONS
Education
Essential: Completion of secondary education or equivalent with additional training in business administration and /or management of procedures. Desirable: Higher education with Training in Procurement and Supply management in WHO or UN system will be an advantage.
Experience
Essential: A minimum of 5 years' experience in general administration including procurement (goods and services), contract administration management. Desirable: Experience of purchasing in an ERP such as Oracle e-business environmentand/or some experience in Import and Export Business will be an asset.
Skills
Ability to identify various categories of supplies and equipment to facilitate procurement. Ability to acquire (and apply) a sound knowledge of policies, practices and procedures connected withassigned duties; Ability to work with minimum supervision; ability to use systems pertaining to the treatment and processing of procurement such as the WHO Global Management System (GSM). Ability to use standard Office software such as Word, Excel and PowerPoint.

REMUNERATION
WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at XAF 10,063,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
