Contract

OBJECTIVES OF THE PROGRAMME

The Department of Finance's objectives are to support Country Offices, Regional Offices and Headquarters in all financial matters to ensure precise and timely services to colleagues throughout the Organization, including hosted entities. Financial services include Treasury, investments, Staff Health Insurance, pension and other insurances. To set financial policy, issue annual financial statements and manage WHO external audit; to maintain transparency, accountability and trust in WHO by all stakeholders. To provide the best customer service possible, facilitating access to benefit entitlements for the WHO family worldwide and efficient processing of all related benefits using innovative technology. The objective of the WHO SHI is to provide for the reimbursement of a major portion of the expenses for medically recognized health care incurred by staff members, and other persons admitted as participants to the SHI. SHI is a separate financial entity, with its own budget and Governance structure. SHI is located within FNM.

DESCRIPTION OF DUTIES

Specifically, the incumbent:a) Assists the Head, SHI in identifying potential HCPs worldwide with whom SHI and its participants would benefit from the establishment of a convention or framework agreement;

b) Maintains a directory of HCPs with whom SHI has signed conventions and framework agreements, including price lists and is responsible for evaluating the HCPs based on a to be developed software, which will enable participants to rate HCPs they have used and recommend to Head, SHI the retention or not of those HCPs with low ratings;

c) Ensures information on all conventions and framework agreements with corresponding prices lists is regularly uploaded to SHI-Online, allowing for consultation by SHI participants;

d) Works closely with the SHI Compliance, Risk and Quality Control Officer. Uploads price lists from signed conventions and agreements to SHI systems, thus facilitating the work of the Compliance team in monitoring any updates, changing trends or price increases for medical treatment in different countries.

e) Assists in the preparation and conduct of tender exercises in view of establishing LTAs.

f) Assists the Procurement Officer in the performance of all contract related activities pertaining to the LTAs and catalogue updates.

g) Contributes to the update and development of Standard Operating Procedures (SOPs) and related trainings;

h) Performs all other related duties as required and backs-up other colleagues during their absence.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school education. Desirable: A first level university degree in procurement, business or public administration, management or other fields closely related to the position a definite asset. Procurement Certification (ex CIPS). Information Technology degree, certification or experience an asset.

Experience

Essential: At least 8 years experience in procurement or a health insurance environment, or any field closely related to the position, preferably in an international organization. Desirable: Experience in procurement of goods or services. Experience in the use and/or development and/or implementation of IT projects, databases.

Skills

Describe the essential knowledge and the skills specific to the position:Knowledge of procurement policies and best practices, preferably in the United Nations system. Knowledge of ERP systems, preferably Workday.Knowledge of WHO Financial Regulations and Financial Rules, Staff Health Insurance Rules, WHO procedures and practices an advantage.Effective communication skills and knowlege in negotiations.Very good organizational skills.Ability to meet deadlines.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at HUF 6,843,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
