OBJECTIVES OF THE PROGRAMME

Des unites de soutien a la gestion du pays (CSU) ont ete mises en place dans la structure organisationnelle afin d'aider les gestionnaires et le personnel a assumer pleinement leurs responsabilites dans l'environnement GSM et de garantir le respect des politiques, procedures, regles et reglements de l'organisation pour toutes les questions et transactions administratives et financieres dans le contexte d'un systeme de planification des ressources de l'entreprise (ERP).

DESCRIPTION OF DUTIES

Conseille le chef du bureau de pays de l'OMS (WR) pour une prise de decision eclairee sur les transactions d'achat;-Coordonne la preparation et la soumission des plans d'achat par les differents clusters du centre budgetaire;-Preparer et suivre la mise en œuvre du plan d'achat en veillant a ce que les objectifs et les priorites soient respectes et en bonne voie;-Evaluer les demandes des unites techniques et des partenaires et donner des conseils sur la conformite aux regles et reglements de l'organisation;-Gerer les ressources d'approvisionnement et assurer une utilisation conforme etefficace des procedures operationnelles standard d'approvisionnement;-Tenir a jour la base de donnees des fournisseurs pre-qualifies et evalues;-Maintenir et surveiller l'ensemble des activites d'approvisionnement, de logistiqueet de services contractuels pour le bureau par l'utilisation du systeme GSM oracleet d'autres outils d'approvisionnement, y compris la Business Intelligence (BI); fournir des rapports, des donnees et des statistiques;-Fournir des conseils sur les services d'achat, de logistique et de passation demarches aux responsables et au personnel;-Assurer le bon deroulement des operations d'achat, y compris la commande et lalivraison de biens et de services;-Maintenir un contact regulier avec le service regional des contrats et desachats (CPS/AFRO) et assurer le suivi des deliberations du comite d'examen descontrats (CRC);-Assurer le suivi de l'expedition des articles commandes aupres des societes detransport et assurer la liaison avec les autorites locales pour l'exonerationdes taxes et le dedouanement en temps voulu des articles;-Agit en tant que secretaire du comite d'achat local;-Analyser et/ou evaluer les performances des fournisseurs, avec d'autres membresdu personnel designes;-Veiller au respect de la politique en matiere de voyages ;-Effectuer toutes les autres taches connexes qui lui sont confiees.

REQUIRED QUALIFICATIONS

Education

Essential: Un premier diplome universitaire en approvisionnement, logistique, administration commerciale ou publique, ou undomaine lie aux achats, obtenu aupres d'une universite reconnue. Desirable: Une maitrise ou une qualification professionnelle pertinente en achats ou en logistique d'un institut accredite/reconnu.

Experience

Essential: Au moins deux ans d'experience pertinente dans le domaine des achats et des services logistiques, dont une partie dans un contexte international. Desirable: - Experience dans les pays en developpement. Experience prealable du travail humanitaire sur le terrain, avec l'OMS, une autre agence des Nations Unies, des partenaires du groupe sante, des organisations humanitaires reconnues ou une organisation non gouvernementale internationale.- Experience de l'utilisation des systemes Oracle de planification des ressources de l'entreprise ou de progiciels similaires.

Connaissance approfondie des operations d'approvisionnement et des services d'achat;Excellentes competences organisationnelles et analytiques,avec la capacite de coordonner des activites et de mener plusieurs taches defront;Excellentes competences interpersonnelles avec la capacite de negocier avec lesfonctionnaires et de les convaincre avec tact et diplomatie;Competences concretes dans la mise en œuvre des operations des services et processus d'approvisionnement;Solides competences dans l'utilisation des systemes Enterprise Resource Planning Oracle ou de progiciels similaires;Solides competences informatiques dans les applications de bureautique,notamment Excel, Power Point et Word.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2652 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
