In Angola, the Ministry of Health and UNDP have had a long-standing, strategic partnership for health service delivery through Global Fund grants. Currently, UNDP is acting as the Principal Recipient for the Grant Cycle 7 (GC 7) for TB, HIV & Malaria for the period July 1, 2024-June 30, 2027, in partnership with the MINSA, Provincial governments of Benguela, Bie & Cuanza Sul and other Government and Civil society partners. UNDP exercises its PR role in consultation with other UN agencies, bilateral donors and International Financing Institutions. In the GC 7, UNDP acts as Principal Recipient for a consolidated HIV, malaria and tuberculosis Grant.

The interventions planned under the GC 7 Grant are implemented in collaboration with the national level in the priority provinces of Benguela, Cuanza Sul and Bie. The objective is to expand the coverage of high-quality HIV, malaria and tuberculosis services for the most vulnerable populations: pregnant women, children under 5, adolescent girls and young women and key populations. To that end, UNDP undertakes monitoring & evaluation, supply chain management and technical assistance efforts at all levels of the health system in the three provinces, including community, health facility and laboratories. To help the UNDP Project Management Unit (PMU) deliver on the Grant expected results, UNDP Angola is recruiting a UN Volunteer Procurement and Supply Management (PSM) Associate, based in Sumbe, who will support the implementation of the PSM function within the PMU.

As part of the Cuanza Sul PMU in Sumbe, under the supervision of the Provincial Manager, collaborating with UNDP colleagues, GPS and Sub-recipient staff, the UNV will be responsible for the following tasks at the provincial level:

Health commodity distribution planning and Monitoring-30% of LOE 1. Collaborate with GPS Program focal points, Provincial Project Manager and UNDP disease advisors to develop data driven quarterly distribution plans detailing quantities of TB, HIV and Malaria commodities to be distributed to health facilities 2. Monitor the distribution of health commodities by WFP staff and their agents and act as a sounding board for UNDP and GPS to take proactive corrective action for any identified issues, mitigate risks, avoid loss and promote best practices 3. Routinely monitor stocks for the province at the regional warehouse in Benguela and conduct stock status analysis to guide decision making, identify risks (e.g. risks of stock outs or expiries) and implement actions to mitigate identified risks

PSM stakeholder coordination and Capacity building-30% of LOE 4. Coordinate with GPS to organize quarterly provincial level PSM coordination meeting with participation of key PSM stakeholders, including SRs. Prepare and disseminate meeting minutes and support follow up on agreed actions. 5. Act as PSM focal point for grant sub-recipients (SRs) in the province on their commodity needs, ensuring that they submit quality assured and timely requests, receive requested health commodities and provide reports as required 6. Provide supply chain capacity building for GPS staff (at the provincial, municipal and facility levels) and sub-recipients to improve supply chain practices and product availability

Inventory management and stock monitoring-30% of LOE 7. Work closely with the provincial logistics focal points per program at GPS, disease advisors (TB, HIV and Malaria) and supervisors at the municipal level to rationalize and monitor the use of TB, HIV and Malaria commodities for the management of each of the diseases, especially at high-volume priority health facilities 8. Collaborate with M and E Associate to track consistence between number of patients treated in the month and commodities utilized according to recommended disease management protocols, identify issues and develop interventions to address identified issues 9. Monitor the management of stocks of health commodities at health units by ensuring that the stock cards are correctly filled in and stock management reports are generated each month both digitally and on paper. 10. Collect and document stock consumption data to feed into the compilation of quarterly distribution plans of medicines

Provincial level procurement support-5% of LOE 11. Support procurement planning and update of the provincial procurement plan in the corporate ERP/QUANTUM 12. Collaborate with PSM Associate in Luanda to support procurement for the Provincial office as required 13. Work closely with the Finance Associate to ensure full documentation and timely payments for procured goods and services.

Provincial PSM reporting-5% of LOE 14. Support grant quarterly and bi-annual (PUDR) reporting through collection and provision of required supply chain data (e.g. facility level stocks), participation in meetings and contribution to report writing
15. Review PSM aspects of SR Management letters, highlighting areas that need to be improved and recommended actions 16. Attend meetings with PSM stakeholders e.g. WFP, Sub-recipients, etc., and internal PSM team meetings and provide regular provincial PSM updates

The assignment will provide structured learning opportunities, including: • Exposure to UNDP programme management and project cycles. • Mentorship and coaching from senior staff. • Participation in technical discussions on public health, procurement, health supply chain and TB, HIV and Malaria. • Development of skills in data analysis, reporting, stakeholder engagement, and project coordination. • Access to UNDP and UNV learning platforms and training opportunities. During the first month of the assignment, the UN Volunteer will work closely with his/her direct supervisor to finalize an agreed-upon work plan. The work plan should outline key objectives and activities and include regular check ins with the supervisor to review progress and receive performance
