You have:

  • Project Management (PM) certification preferred.
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).

Job Summary:

The Procurement and Supply Chain Advisor will provide technical support to the National Center for Parasitology, Entomology and Malaria Control (CNM) Pharmacy Unit and the Central Medical Store, working closely with FHI 360 teams and the U.S. Embassy in Cambodia to strengthen malaria commodity procurement and supply chain management. The Advisor will also collaborate with other stakeholders to improve procurement and supply management systems, including site monitoring, quantification, procurement, warehousing, inventory management, and distribution in elimination and prevention of reestablishment settings. The Advisor will also be engaging in strategic and technical proposal development, in activity planning and monitoring the implementation, ensuring adequate supply of the needed commodities with realistic target, allocation, and timely reallocation through a mobilization at the operational levels.

Accountabilities:

The Procurement and Supply Chain Advisor will be responsible for the following duties and responsibilities:

Supply Chain Management and Strengthening:

  • Coordinate and support the procurement and delivery of lifesaving health commodities funded by the U.S. Government to target populations at national and sub-national levels. Given the importance of commodities during the transition and transfer of ownership to the Ministry of Health (MOH)/CNM, a successful handover of in-country procurement support tasks is critical.

  • Create and manage requisition orders, including the processes required to obtain approvals.

  • Oversee procurement lead times and alignment with approved supply plans.
  • Support importation, duty waivers, and regulatory processing, including import permits, duty waiver applications, shipment coordination, customs clearance, and delivery from ports of entry to central warehouses.

  • Support MOH/CNM on forecasting, quantification, and supply planning to identify commodity needs, address supply gaps, and ensure sufficient availability of malaria commodities to sustain elimination gains and support Prevention of Re-establishment (POR) activities.

  • Support MOH/CNM in developing and implementing strategies for the effective distribution of malaria commodities and preventive tools, particularly in high-risk and border areas.
  • Provide technical support on how to distribute commodities and target border areas, especially provinces along the Cambodia-Thailand border, to ensure high-risk populations have access to these essential commodities.
  • Provide technical support to CNM to update or develop relevant job aids and/or training curricula for commodities in both English and Khmer.
  • Support monitoring and evaluation by assisting MOH/CNM to monitor the central stock of key malaria commodities, perform ad hoc analyses, and develop emergency distribution plans.
  • Conduct field monitoring, collect feedback from end users and health care providers on commodities, and inform procurement decision-making processes.
  • Develop and implement technical training and capacity-strengthening interventions. Identify strategies to address training gaps.
  • Support the transition and handover of supply chain and procurement functions to MOH/CNM by strengthening systems, processes, and institutional capacity to ensure long-term sustainability.

Stakeholder Management:

  • Serve as a key point of contact for MOH/CNM, donors, clients, implementing partners, and other stakeholders on supply chain and commodity management activities.
  • Build and maintain collaborative relationships to facilitate coordination, problem-solving, and achievement of program objectives.
  • Facilitate regular technical exchange with government counterparts, implementing partners, and other stakeholders.

Program Management:

  • Support implementation, monitoring, and reporting of project activities and deliverables.
  • Analyze and summarize program data to support decision-making and reporting.
  • Maintain project records and ensure timely submission of data and deliverables.
  • Prepare reports and presentations for clients.
  • Monitor progress, identify risks, and support corrective actions.
  • Ensure deliverables meet work plan, technical, and donor requirements.
  • Improve program processes and operational efficiency.
  • Represent the organization at technical meetings and professional forums.
  • Provide guidance and support to project staff and partners, as needed.

Business Development:

  • Contribute to new business development efforts by supporting opportunity identification, proposal preparation, partner engagement, and budget development.
  • Collect and synthesize technical and programmatic information for inclusion in proposals.
  • Participate in business development discussions and proposal development meetings with partners and clients.

Education:

  • Master’s degree or international equivalent in knowledge/information services, communications, education, environment, health, behavioral sciences, life/social sciences, international development, human development, or a related field.
  • Project Management (PM) certification preferred.

Experience:

  • Typically requires eight or more years of relevant experience in the technical implementation of large projects and/or programs. The role may manage activities of lower-level staff; however, the main function is as an individual contributor.
  • Documented experience providing technical assistance, capacity building, and business development in the specific technical domain.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
  • International or domestic U.S. program development or program management experience preferred.

The expected hiring salary range for this role is USD 23,000 - 36,000 for annual basic salary for national local hire. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.
