The salary for this job should be between 109,286 USD and 143,102 USD.

The Procurement and Contracting Team Lead (WCARO) position is part of the Supply Chain Management Unit’s (SCMU) Regional SCM Desk. The position is physically located in the Regional Office in Dakar. The Procurement and Contracting Team Lead (WCARO) will report directly to the Regional Supply Chain Management Specialist with a dotted reporting line Head of Pillar 2 in SCMU.
The position is tasked with supporting the Regional Supply Chain Management Specialist on tactical and operational matters of the procurement and contracting functions for Country Offices and Implementing Partners in the West and Central Africa Region across development and humanitarian settings while managing a team.
The Procurement and Contracting Team Lead (WCARO) will work closely with the colleagues in Headquarters such as those in SCMU in Copenhagen, the new integrated HQ division (name To Be Decided), the UNFPA Supplies Partnership, the Humanitarian Response Division, the Regional Offices and the Country Offices.

The Supply Chain Management Unit (SCMU) was operational in January 2022 and is tasked with ensuring that UNFPA is able to effectively and efficiently support the delivery of life-saving reproductive health products and other programme supplies to the end user when and where they are needed. To achieve this, it is important to strengthen the capacity of governments and implementing partners to ensure coordination, end-to-end visibility and accountability on all supply chain and logistics management related activities, in particular for programme supplies, across all UNFPA programmes.
Job Purpose:
The Procurement and Contracting Team Lead (WCARO) plays a pivotal role in implementing procurement and contracting strategies aligned with UNFPA's Strategic Plan for the 119 country programmes. This position offers crucial counsel to Regional and Country Offices on their procurement endeavours, manages the publication of local solicitations on UNGM, coordinates the streamlined procurement of non-LTA supplies, and actively contributes to knowledge development and management by documenting best practices and lessons learned. Additionally, the role involves representing UNFPA in inter-agency forums to advocate for UNFPA's supply chain capabilities for development and humanitarian settings.
Qualifications and Experience:
Education:
Advanced university degree in Supply Chain Management, Business Administration, Economics, International Commerce, Logistics or equivalent is required. A first level university degree combined with a professional Supply Chain Management certification such as CIPS at Level 5 Advanced Diploma and/or CILT at any of the Level 5 qualification may be accepted in lieu of an advanced university degree.
Knowledge and Experience:
- A minimum of five (5) years of relevant progressively responsible professional experience, including management experience at the international level, where preferably two (2) years were spent on direct supply chain country support in development and/or complex humanitarian operating environments in low resource countries.
- Experience in managing a team, particularly within a matrix organizational structure is a required.
- Professional written and spoken presentation skills, including for the development of reports, presentations, and the ability to synthesize complex supply chain documents for both technical and non-technical audiences is required.
- Strong interpersonal skills and capability to develop and maintain broad diversified partnerships is required.
- Experience using Enterprise Resource Planning (ERP) is required.
- Knowledge of UNFPA’s country classification system, UNFPA’s Strategic Plan, Strategy for Family Planning 2022-2030 and Acceleration Plan is an asset.
Languages:
Fluency in English and French is required. Working knowledge of another official UN language is desirable.
