OBJECTIVES OF THE PROGRAMME

Working under Outcome 4.3 of GPW 13 (Improved financial, human, administrativeresources management towards transparency, efficient use of resources andeffective delivery of results), the Department for Procurement and Supply Services aims to ensure high-quality, consistent and responsive supply services through a collaborative approach to procurement that supports an efficient delivery of WHO programmes. The Supply Department has responsibility fordeveloping supply policies and processes applicable worldwide for sourcing, contracting,purchasing, shipping goods globally and for supporting the procurement of services.

DESCRIPTION OF DUTIES

Under the direct supervision and guidance of the Director SUP, the Procurement Analyst: Manage and conduct the planning and reporting methodology within the Department to collect relevant statistics, ensuring robust, consistent and trustworthy data Analyse procurement related information, such as spend, vendor data, pricing and health market trends, to identify patterns that support decision-making, forecasting and planning Provide substantive support in the preparation of formal reports and responses to internal orexternal inquiries, including the UN Annual Statistical Report, the WHO annual Procurement Report and audit Work in close collaboration with the SUP team to provide easy to access reports, views and dashboards and to coordinate the integration of external information sources as required. Establish dialogue on possible solutions to improve performance;In consultation with the Director and the Supply team, produce periodic and ad hoc reports as required; Support the Supply team touse in depth data analysis to identify potential market opportunities for longterm agreements and other contractual modalities; Act as the Department focal point for questions regarding procurement and supply data and its application to different activities; Contribute to the development and revision of existing policies and processes, draft or update Standard Operating Procedures related to reporting, forecasting and data management. Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: First university degree in public procurement, Information Systems, Statistics,Mathematics, Business Administration, Finance, Engineering, or other fieldrelevant to the functions ofposition Desirable: Certificate or diploma in procurement (Chartered Institute of Procurement & Supply -CIPS or equivalent).

Experience

Essential: -->A minimum of five years' experience in the area of field logistics or reporting or data management and administration -->Exposure working at the international level. Desirable: -->Two years as a business analyst or similar function-->Some experience in logistical or administrative functions-->Experience using Enterprise Resource Planning Oracle systems or similarpackages.

Skills

Essential:-->Strong skills and knowledge in the area of supply and procurement -->Strong analytical skills-->Strong skills in using data management tools, databases, and complex excel formulas and functionalities.-->Strong interpersonal skills to work with people across the Organization, ability to instill confidence, negotiate, and implement change. -->Ability to work in team settings.

Desirable:-->Knowledge in UN procurement principles and policies.-->Proven skills in project planning, demand planning or forecasting.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1843 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
