You have:

  • Master’s Degree or equivalent in Business Administration, Public Administration, Operations, Supply Chain Management, or related field
  • Procurement Certification from International recognized institutions (e.g. CIPS-Chartered Institute of Purchasing & Supply) is an asset
  • A minimum of 5 years of progressively responsible experience in procurement and supply chain management
  • Experience in usage of computers and office software packages (MS Word, Excel, etc.)
  • Experience in ERP (Enterprise Resource Planning) systems (PeopleSoft, Oracle or equivalent) and IPSAS is desirable
  • Fluency in oral and written English is required
  • Knowledge of French and/or Spanish is an asset

Background

Under the overall guidance of Deputy Director of DMA and under the direct supervision of the Chief of Procurement Section, the Procure-to-Pay Consultant will lead the review and development of new or existing policies and procedures to ensure alignment with Enterprise Resource Planning (ERP) system and adjacent solutions. The Procure-to-Pay Consultant function is a comprehension of capacity development activities to support the Organization and procurement reform, creating benchmark with other UN Agencies. The Procure-to-Pay Consultant is expected to provide solutions to a wide spectrum of complex issues related to procurement, promote a collaborative, client-focused, quality and results-oriented approach in the section, work in close collaboration with internal and external stakeholders both at Headquarters and field levels for the successful delivery of procurement services.

Duties and Responsibilities

Lead the review and development of new or existing policies, procedures, guidelines and tools to ensure alignment with the ERP procurement modules:

  • In the context of migration to a new ERP system, manage and ensure review and development of new or existing policies, procedures and guidance notes in line with UN Women’s Strategic Plan, and as supported by related operations strategies;
  • Oversee existing policies, guidelines and procedures affecting the new Oracle ERP system, that embodies the e-procurement system, and assess business needs related to their implementation and design;
  • Ensure that policies and processes are supported by corresponding tools, templates, instructions, SOPs and guidance notes. Manage the development and implementation of said tools to ensure streamlined business processes, standardization and knowledge sharing across the organization;
  • Ensure processes, tools and templates are available in a user-friendly and timely manner, including through posting on the procurement intranet and other communication channels;
  • Create models, matrices, tools and workflows for all common procurement functions with intense collaboration with all stakeholders;
  • Provide inputs on simplification and streamlining of procedures and processes while maintaining compliance with regulations and rules;
  • Lead internal consultations prior to the policy proposals and organize peer reviews to ensure relevance of the proposed policies and procedures;
  • Lead the development and standardization of solicitation documents and relevant annexes in alignment with the new ERP system, provide quality management support and guidance to Headquarters and Regional/ Multi-Country and Country Offices on their application;

Facilitate training, capacity building and knowledge sharing on ERP processes and functions:

  • Lead the development, organization and facilitation of learning programmes and capacity building offerings (online trainings, webinars, thematic training videos etc.) at Headquarters and Regional/ Multi-Country and Country Offices;
  • Ensure that learning programmes leverage e-learning tools and other distance learning modalities that are cost effective and appropriate for the learning needs and outreach of the Procurement Section organization-wide;
  • Ensure a compendium of learning programs available to staff that includes recognized certification programs and programs customized to UN Women procurement training;
  • Ensure that activities for knowledge management - thematic groups, websites and other capacity building offerings, which support the group - are current and sufficiently robust for the intended purpose;
  • Ensure timely reporting on all training and outreach activities;
  • Make regular contributions to the Procurement Community Network and other learning networks in relation to the ERP;

Manage the review and standardization of the procurement management processes:

  • Holistic analysis of UN Women procurement policies, procedures and guidance documents with subsequent mapping of P2P processes in the ERP modules and system.
  • Coordinate the roll-out of procurement modules of the new ERP system in a cross-functional setup, including through adaptation of standardized procurement management processes and relevant normative documents.
  • Ensure compliance of UN Women procurement activities with internal regulations, rules, policies, and procedures.
  • Reinforce the procurement processes by creating benchmarks and review of supply chain cycles and micro-processes;
  • Plan quality management, perform quality assurance and control quality of the ERP- P2P functionalities to ensure utmost compatibility between the Procurement governing documents/policies and system application through the rollout of new ERP system at all levels.
  • Under the guidance of the UN Women Chief of Procurement, explore harmonization of procurement services and tools in relation to the ERP with joint procurement initiatives with other UN agencies in line with the UN reform.
  • Formulate organization-wide system requirements for reporting, oversight, monitoring and other business needs in the context of ERP;

Build effective management relationship with internal and external stakeholders:

  • Coordinate access to information and follow up on all audit activities for Headquarters and Regional/ Multi-Country and Country Offices related to UN Women inputs and roll-out of the procurement module of the new ERP ;
  • Provide support in addressing questions and queries the section receives from internal UN Women stakeholders, other UN Agencies, donors and member states on the ERP procurement module;
  • Propose changes and improvements on policies and procedures based on information and recommendations received from relevant stakeholders, including on alignment with existing and new e-systems;
  • Work closely with team members ensuring performance and alignment of individual and team goals with procurement objectives, and provide appropriate coaching to enable a productive, innovative, and challenging working environment.

Key Performance Indicators:

The key results have an impact on the overall organization’s efficiency in procurement and administration and success in the implementation of operations strategies.

  • Timely and accurate analysis and presentation of information;
  • Timely alignment of procurement-related policies, procedures, guidance notes and corresponding tools with the Oracle Cloud ERP system;
  • Timely organization and facilitation of Oracle P2P learning programmes and capacity building offerings to UN Women offices and departments;
  • Timely information sharing to facilitate decision making of the management, learning capacity building, and development of standardization of tools, systems, templates including policies and procedures.

The services will be delivered remotely and the consultant will be expected to be onsite and within UN Women’s Headquarter offices, Department of Management and Administration (DMA) Procurement Section when health and safety regulation guidelines allow for on-campus work operations.

  • Experience in development and design of organization-wide procurement policies at global or regional level in international organizations is an asset.

Language Requirements:

  • Fluency in oral and written English is required;
  • Knowledge of French and/or Spanish is an asset. Working knowledge of another UN official language is an asset.
