In every country, migrants confront barriers that prevent them from fully participating in political, economic, and social life. Migrants may be excluded not only through legal systems and labor markets, but also discriminatory or stigmatizing attitudes, beliefs, or perceptions. Disadvantage is often based on social identity, which may be across dimensions of gender, age, location, occupation, race, ethnicity, religion, citizenship status, disability, and sexual orientation and gender identity (SOGI), among other factors. This kind of social exclusion robs individuals of dignity, security, and the opportunity to lead a better life.

In this context of human mobility, in addition girls, boys and adolescents are at increased and differential risk of violence, abuse and various forms of exploitation, during their journey and when they arrive at their destination. Migrant girls and adolescent girls face an unequal, violent and discriminatory social and economic environment. These all contribute to substantively different migratory experiences and requires intersectional strategies to understand their individual and collective experiences to ensure the specific and adequate protection of their rights by States (of origin, transit and destination of migrants) and other actors involved. Unfortunately, many policies and structures are not sufficiently equipped to address intersectionality nor to protect the specific rights and diverse needs of migrant boys, girls and adolescents, particularly those who are unaccompanied and separated.

The project aims to contribute to the process of improving the terms on which migrant girls and boys take part in society—improving the ability, opportunity, and dignity of those disadvantaged on the basis of their identity and making equal opportunities available for Venezuelan girls and boys, particularly adolescent girls facing multiple forms of discrimination, as well as reinforce protection systems available to them. By strengthening protection systems, increasing access to services, shifting harmful norms on gender and empowering adolescents, UNICEF will improve social inclusion for diverse groups of migrant and refugee boys, girls and adolescents. UNICEF will invest in skills building to further their social and economic opportunities – as entrepreneurs, innovators and leaders. The focus is on providing equal opportunities in empowering and protective environments along with life skills, network-building support and employment strategies for school-to-work transitions. For that, UNICEF needs disaggregated data securely analysed and shared.

Purpose

The Process Development for Monitoring (PDM) consultant reports to the Humanitarian Affairs Officer and receiving technical guidance from the Humanitarian Performance Monitoring & Evaluation (HPM&E) consultant in Roraima. The PDM provides technical and operational support in information technology and process development, supporting the automatization of a system for UNICEF to properly monitor and have up-to-date data available on services delivered and individual people reached, avoiding double-counting. In particular, the PDM is responsible for: (i) Analyse processes and develop solutions for the system already put in place; (ii) support the automatization for up-to-date data analysis, (iii) troubleshooting support, (iv) build dashboards for disaggregated data visualization; (iiv) extract data from Primero and to be inserted to the internal data base and external dashboards. It is expected that the consultant will dedicate 288 hours for achieving expected results.

Expected results:

Result 1: System analysis and bug fixes

Activities:

  • Support the development of HPM system to include disaggregated data per gender, age, disabilities, ethnicity, activity, implementing partner and other relevant disaggregation;
  • support the automatization for up-to-date data analysis.

Result 2: Data visualization

Activities:

  • build dashboards for disaggregated data visualization, including by implementing partner;
  • extract data from Primero and to be inserted to the internal data base and external dashboards.

Result 3: Troubleshooting support

Activities:

  • Support the users and correct any discrepancies;
  • Adjust dashboards terms;
  • Train people on how to use the system.

Deliverables:

The services included in the contract will be delivered continuously, with the same intensity throughout the weeks. The results will be evaluated by the following deliverables per result:

  • Result 1: HPM system developed, with report showing results and hours spent
  • Result 2: 10 Dashboards presenting information per area and implementing partner
  • Result 3: 2 on-line training sessions and a report on hours spent on troubleshooting support

Deadline:

April 28th.

Performance indicators

  • Punctuality in meeting deadlines

  • Timely provision of the deliverables,

  • Full adherence to the monthly workplans and diligences as agreed with Supervisor;

  • Satisfactory quality level of reports and actions (quality of inputs, analysis, register of activities, recommendations, etc.)

Immediately upon signature of the agreement, the UNICEF supervisor and the selected consultant will meet for detailed discussion of the Work Plan and the quality criteria for product delivery. Regular meetings will also be scheduled at a distance or in person to follow up the activities defined in the Work Plan.

The monthly project progress reports shall be subject to review and approval by UNICEF after delivery by the Consultant. If needed, revisions and alterations may be requested by UNICEF related to quality and technical depth parameters. Only after final clearance from the UNICEF Brazil, will the payment be processed.

Technical background, and experience required

  • A university degree in one of the following fields is desirable: Information Technology, System Analysis, Computer Science, Systems Development, or another related field;
  • A minimum of two years of professional experience in information management, technical development, process analysis is required. Additional years of experience is an asset;
  • Relevant experience in programme development in human rights in Emergency related areas in a UN system agency or organization is considered as an asset.;
  • Excellent communication, team work and coordination skills, including the capacity to deliver results with tight deadlines;
  • Experience in both development and humanitarian contexts is an added advantage;
  • Fluency in English or Portuguese is required. Advanced knowledge of Spanish will be considered an asset.

General Conditions: Procedures and Logistics

  • UNICEF will not provide required core equipment and material for fulfilling this duty, including computer.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget.

Insurance and health coverage

  • The consultant is fully responsible for arranging, at his or her own expenses, such life, health and other forms of insurance covering the term of the contract as he or she considers appropriate.
  • The consultant is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.

Financial Proposal

  • Costs indicated are estimated. Final rate shall follow “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.
  • A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants and individual contractors are asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.
  • The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Restrictions

  • Consultants and individual contractors may not receive training at the expense of UNICEF. Notwithstanding, consultants and individual contracts must complete the applicable mandatory trainings.
  • In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
