Since the start of L3 emergency, UNICEF Ukraine CO is revising the Private Sector partnership strategy in line with the Humanitarian Response Plan. The complexity and volatile nature of the ongoing emergency requires reshaping existing relations with the private sector focusing on leveraging resources and co-creating and looking for new partnership opportunities.

How can you make a difference?

The purpose of this consultancy is to strengthen UNICEF’s private sector partnerships and ensure productive collaboration with key stakeholders and provide an interface for environmental scanning, knowledge exchange, resource mobilization, and policy influence within the scope of assignment.

The key result is to ensure effective partnerships and leveraging resource of the stakeholders, as well as greater visibility for UNICEF and influence in support of its mission in Ukraine CO.

The Partnership Consultant will contribute to the achievement of results according to plans, allocation of results-based-management approaches and methodology (RBM), and UNICEF’s Strategic Plans, standards of performance, and accountability framework. As part of the partnership team, the consultant will contribute to both emergency response and development projects.

Deliverable: Mobilize resources of the private sector to support Programme Planning & Implementation for Emergency and Recovery/Resilience Programme:

  • Provide support to the Emergency Response, focus on the flagship areas: Learning together for all, Vaccination for all, Family for all. Lead the partnership engagement for assigned area, ensure timely and effective delivery of results, in accordance with UNICEF’s partnership strategy.
  • Seek and promotes new partnerships for emergency response. Work closely with UNICEF colleagues to identify partnership and resource mobilization needs and broker resource mobilization agreements to meet those needs.
  • Maintain relations with the multi-stakeholders platforms, lead the Business Advisory board action plan adjustment and implementation.
  • Support the coordination of the Advisory Board on Back to Learning.

Deliverable: Technical and operational support to programme implementation. Provide Technical Advice, Partnerships & Advocacy.

  • Receive and screen inquiries from potential collaborators and facilitates communication with appropriate UNICEF staff. Scan the external environment within designated partnership area for opportunities and risks and share information in a timely fashion with relevant UNICEF staff.
  • Provide strategic, logistical, and programmatic support to senior management and other UNICEF staff in corporate engagement and interaction with assigned partners.
  • Develop and maintains deep knowledge and familiarity with current and prospective partners and relevant stakeholders, contributing to a database of key contacts and to UNICEF’s base of knowledge on partnership and resource mobilization.
  • Expand UNICEF’s network of key interlocutors to build stronger relationships between UNICEF and the private sector, Local authorities, governments, other key-decision makers, regional development institutions, foundations, civil society organizations, international financial institutions, and/or other relevant constituencies.

Deliverable: Networking and partnership building. Serve as focal point and resource for partnership development, advocacy and resource mobilization. Support donor reporting and door visibility.

  • Act as a focal point for identification and pursuit of opportunities for outreach, engagement, policy influence and collaboration, including
  • on how to anticipate and respond to partners’ concerns and priorities, ensure that UNICEF’s interests, perspectives, and knowledge are taken into account in relevant policy and institutional processes, and ensure that they are fully aware of UNICEF’s perspectives, policies, priorities, and capabilities. Contribute to the development and management of initiatives for high-level outreach, including for UNICEF’s Senior Management.
  • Contribute to the development of new partnership and resource mobilization practices and approaches by formulating recommendations for action based on ongoing monitoring, analyzing current trends within designated partners, and formulating recommendations for strategy approaches and message development.
  • Contribute to strategies for engagement and the development of communications products to enhance UNICEF’s visibility and influence with existing and prospective partners and key stakeholders by providing analysis of the current environment and trends and formulating recommendations for strategy approaches and message development. Works closely with UNICEF’s colleagues to ensure that policy advocacy and outreach is strongly grounded in the experience and insights of the programmes that UNICEF’s supports. Contributes written inputs for communications instruments that best inform and influence decision-makers.
  • Support donor reports, donor visits, content development for donors in line with the recent guidance on donor content and recognition.
  • Performs other related duties as assigned by the supervisor to ensure the success of the team, including guiding, training, and coaching short-term staff, including interns and consultants, as needed.

To qualify as an advocate for every child you will have…

Education: master's degree in International relations, political science, communications, international development, or another relevant technical field.

Professional experience: A minimum of five years of professional experience in one or more of the following areas is required:

- public affairs, programme management, fundraising, resource mobilization, external relations, or another relevant area.

- Experience working with/in the private sector is desirable.

  • Relevant experience in leading program/project development and management in a UN system agency or international organization, multi-stakeholders platforms is an asset.

Language: English - Advanced [C1]; Ukrainian - Proficient/Native [C2]

Skills and competencies: Diplomatic communication and negotiation skills to establish and maintain trusted partnerships for the achievement of objectives and to develop close and effective working relationships with diverse stakeholders.

Current knowledge of development issues, strategies, as well as programming policies, and procedures in international development cooperation. In-depth knowledge of partnership development and resource mobilization. Demonstrated ability to formulate new approaches in respect of resources management and outreach-related activities. Skill in the identification of new opportunities or requirements to meet challenges in the field and propose changes. Excellent communication skills, verbal and written. In-depth familiarity with political and governmental processes. Ability to conduct sound policy analysis.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
