Organizational Setting and Reporting Relationship
The position is assigned to the Transport Sector Office (SG-TRA) within the Sectors Group (SG). You will be based at our Headquarters in Manila, Philippines. You will report to the Director, Transport and will oversee national staff and administrative staff within the division.
Your Role
As a Principal Transport Specialist, you will have a portfolio management and project development and processing roles:
Transport Portfolio Management: You will oversee the preparation of annual portfolio management plans and monitor portfolio performance of the transport sector in coordination with the Project Administration Units (PAUs) of the transport sector office. You will be responsible for the SG-TRA portfolio, sector and project reviews to ensure effective implementation, attainment of project results, and development impact. You will provide guidance to various teams in the headquarters and RMs to resolve implementation issues and improve portfolio performance. You will help set up and manage a transport portfolio monitoring system for decision-making. You will provide advice, expertise, and support to ADB operations and assistance to clients, ensuring compliance with ADB policies and guidelines of the transport sector.
Transport Project Development and Processing: You will contribute to articulation and implementation of policies and strategies for the transport sector in developing member countries (DMCs). You will ensure proper project identification, preparation, appraisal, documentation, and compliance with ADB's policies, operations manuals, project administration instructions, and assistance-related documentation during the development and implementation of loans, TA, and non-lending products and services (NLPS) for the transport projects. You will perform three key tasks: (i) identify, develop, implement and administer selected loans, grants, TA projects with higher levels of complexity; (ii) manage overall project portfolio through identification of implementation problems and execution of corrective actions; and (iii) lead the development of assistance project/program pipeline by utilizing the sector's collective knowledge and experience in project processing and portfolio management. You will work closely with internal teams and resource departments, and externally with clients and supervise critical tasks, as may be assigned from time-to-time

Additional Information
ADB will be rolling out a new job grading structure on 1 January 2025. The new position grade for this vacancy is Tl3 with the possibility of a change in position title but no change in the terms of reference. Depending on the applicant’s current level and the grade of the new position, there could be a possibility for either a promotion or a lateral transfer.
