Org. Setting and Reporting This position is located in the Office of the Director of the Division for Special Activities of the Department of Operational Support (DOS). While the Principal Officer reports to the Director of the Division, s/he will act in a role to facilitate progress in designated initiatives across the Department.

DOS was established with a mandate to provide global oversight and stewardship of the Secretariat’s operational support arrangements and ensure the delivery globally of harmonized, efficient and responsive support services in support of mandate implementation. A core role of the Division is to lead the Department’s efforts to further develop and enhance efficiency and effectiveness in operational support practices and structures, including development of the Secretariat’s global operational support architecture. The Principal Officer will lead an intensive programme of work to facilitate a robust value-for-money and resource stewardship agenda in support activities based on further development and enhancement of the Secretariat’s operational support architecture, including mechanisms to facilitate support service relationships between entities; deepened cooperation with United Nations agencies, funds and programmes; and identification of operational support performance standards

Responsibilities - Leads, supervises and carries out a major programme of work to develop and facilitate improvements to service delivery across the Department and the wider operational support architecture of the United Nations Secretariat - Leads the engagement with United Nations agencies, funds and programmes in developing and progressing opportunities to enhance collaboration in support operations across the United Nations System in line with the Secretary-General’s efficiency agenda - Co-ordinates and oversees the preparation of inputs to reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate. - Ensures that reports and other documents are clear, objective and based on comprehensive data, and that all outputs produced by a team meet required standards before completion to ensure they comply with the relevant mandates. - Leads in preparing the work programme of the team, determining priorities, and allocating resources for the completion of outputs and their timely delivery. - Oversees the programmatic/administrative tasks necessary for the functioning of the team, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting. - Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars. - Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions.

Education An advanced university degree (Master’s or Doctorate degree, or equivalent) in business or public administration, finance, accounting, law, social sciences or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of fifteen years of progressively responsible experience in human resources management, administration, logistics, financial management, budget or related operational support field is required.

Experience in improving the delivery of operational support practices and structures in an international organization is desirable, including performance monitoring, continuous improvement, and identification of best practice processes.

Experience in coordination and collaboration in organizational-wide service arrangements or projects is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
