Org. Setting and Reporting The position is located in the United Nations Mission in the Republic of South Sudan (UNMISS).
The United Nations Security Council adopted resolution 2567 (2021), which mandates the UNMISS to advance a three-year strategic vision to prevent a return to civil war, build a durable peace, support inclusive and accountable governance as well as free, fair and peaceful elections, in line with the Revitalized Agreement for the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS).
The position is based in Juba, South Sudan and is located in the Integrated Electoral Assistance Team. Juba is classified in the "E" category and as a non-family duty station. The Principal Electoral Affairs Officer serves as the principal leader of the integrated electoral assistance team and reports to the Special Representative of the Secretary-General (SRSG) through Deputy Special Representative of the Secretary-General (DSRSG)-Political.
Responsibilities Within delegated authority, the Principal Electoral Affairs Officer will be responsible for the following duties:
Designs, leads, supervises and coordinates the implementation of electoral assistance programs in the following areas, as required: drafting and/or reform of the electoral legal framework, complaints and dispute resolution, overall process management, planning and budgeting, infrastructure development, operations including field operations, procurement, logistics, security, information and communications technology, data processing and analysis, procedures, training, external relations, public information, outreach and media relations, civic and voter education, graphic design, administrative support, support to media, political parties and civil society, gender mainstreaming, capacity-building, institutional reform and development as well as project and programme management and support;
Leads UNMISS integrated electoral support team consisting of both UNDP and UNMISS contracted staff to carry out UNITAMS’s electoral mandate;
Provides expert advice to the SRSG, the DSRSG, the South Sudanese electoral authorities and other relevant stakeholders on ensuring timely, effective and sustainable implementation of UNMISS electoral mandate based on international best practices;
Designs, leads, coordinates and supervises the implementation of strategies and programmes to build or strengthen the capacity of the EMB;
Proposes solutions, based on comparative experience and international best practices, to political and technical issues that arise in the conduct of the electoral process.
Establishes and maintains professional and productive collaboration with regional and international partners.
Ensures the coordination of international electoral assistance, as appropriate, including as pertaining to non-UN partners;
Develops timely and efficient communication mechanisms with, and provides regular reports to, the UN Electoral Assistance Division at headquarters;
Regularly briefs senior Mission officials, donors, member states and key stakeholders on the electoral process.
Performs other related duties as required.

Education Advanced university degree (Master’s degree or equivalent) degree in Political Science, International Relations, Law, Public Administration, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.
Work Experience A minimum of fifteen (15) years of progressively responsible experience in elections and related areas in at least three countries is required.
Electoral experience in a field operation of the United Nations Common System or a comparable international organization is required.
Previous experience in managing a diverse team is required.
At least seven (7) years of experience in supervising, implementing, supporting or advising on electoral processes is required.
Electoral experience in developing countries is required.
Work experience in post-conflict situations is required.
Experience in East Africa is desirable.
Experience in bilateral or multilateral negotiation is desirable.
Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
