Org. Setting and Reporting This position is located in the Integrated Office of the DSRSG/RC/HC at Kinshasa. The incumbent reports to the DSRSG/RC/HC. The position has dual responsibilities for the coordination of the Mission’s mandate for stabilization and for the coordination of UNCT programming related to the community reintegration and stabilization components of the national DDRCS programme.

Responsibilities Oversight of the Stabilisation Support Unit (SSU): - Leads, supervises and carries out the work programme of the Stabilization Support Unit (SSU) within the DSRSG/RC/HC pillar of MONUSCO. Co-ordinates the work carried out by different work units under the SSU and by other agencies and bodies of the United Nations system; provides programmatic/substantive reviews of the drafts prepared by others. - Provides strategic guidance and policy advice to the DSRSG/RC/HC on the implementation of the ISSSS and the stabilization activities of MONUSCO and the UN Country Team - Supervises the management of the Stabilization Coherence Fund (SCF), providing advice on allocations; supports the DSRSG/RC/HC on resource mobilization and the coordination of donor engagement - Quality assurance: directs the work of the monitoring, evaluation and reporting team of SSU, ensuring that all outputs produced by the SSU and implementing partners are gender inclusive and meet required standards and compliance with the relevant mandates.. - Enhances the SSU communication on stabilisation and community reintegration, in collaboration with the Protections and Operations pillar, notably the DDR Section, and ensures that the outputs produced by the SSU maintain high-quality standards; that they are clear, objective and based on comprehensive and sex-disaggregated data. - Oversees, coordinates and streamlines work processes and procedures of the DSRSG/RC/HC Pillar on stabilisation and community reintegration in accordance with the relevant policies and procedures and the priorities of the mission in close coordination with the DDR Section and the UNCT. These areas may include strategic and budget planning risk and result based management, financial and human resources management, internal and external information flow and communication as well as other cross cutting activities including gender mainstreaming. - Oversees the programmatic/administrative tasks necessary for the functioning of the SSU, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting. - Recruits staff, taking due account of gender and geographical balance. - Manages, guides, develops and trains staff under his/her supervision including UN agency and Member State provided gratis personnel. - Fosters teamwork and communication among staff in the SSU and across organizational boundaries.

Support to the P-DDRCS

  • Works in close alignment with the Joint Working Group on DDRCS, co-chaired by the DSRSG Protection & Operations of MONUSCO and the National Coordinator for the P-DDRCS.
  • Under the direction of the DSRSG/RC/HC, oversees, guides and coordinates the activities conducted by the Stabilisation Support Unit and UN Agencies in support of the Community Reintegration and Stabilisation aspects of the DDRCS programme, in close collaboration with the DDR Section, in order to ensure the complementarity of wider UN System support.
  • Engages with the DDRCS programme coordinator and senior staff, as well as political actors involved in DDRCS, and coordinates the mission’s and UNCT’s contributions to the community reintegration and stabilisation under the DDRCS programme, ensuring complementarity with the PBF priorities and the Nexus collective outcomes.
  • Facilitates the coordination of the mission, UN agencies, donors and other technical partners, contributing to the P-DDRCS implementation, participates in and represents the DSRSG/RC/HC at relevant meetings on DDRCS, such as the Government-United Nations Joint Working Group and the DDRCS sub-group.
  • Contributes to the coherence of actions of different national and international actors on community reintegration and stabilization, including bilateral and multilateral donors, and support the national authorities in their resource mobilization efforts with donors.
  • Provides strategic guidance to and ensures coherence of the United Nations system work on community reintegration and stabilisation, including the implementation of the joint transition plan, thereby coordinating closely with the UNCT and relevant MONUSCO substantive sections, in particular the DDR Section.
  • Facilitates the integration the ISSSS and the implementation of the Triple Nexus approach in the DDRCS, programme, in close cooperation with other international partners.
  • Co-Chairs, with the Chief of the DDR Section, the United Nations Technical Working Group on DDRCS.
  • Liaises with the Director of the Joint Human Rights Office to ensure the strict application of the HRDDP in all United Nations activities in support of the DDRCS, as well as Transitional Justice aspects, and with the Director of the Political Affairs Division to ensure political consistency of the United Nations system support to the P-DDRCS.
  • Liaises with the Senior Gender Affairs Officer to ensure all United Nations activities in support of the DDRCS take fully into account gender considerations as a crosscutting issue, support women, peace and security programmes and projects within the framework of the DRC national action plan on the implementation of UNSCR 1325 on women, peace and security (II), facilitate the full and meaningful participation of women and youth at all levels, and are sensitive to their needs and experiences.
  • Aligns priorities and support capacities on stabilisation and community reintegration with the P-DDRCS and in coordination with the DDR Section ensures the use of best methods/practices,
  • Performs other duties as required.

    Education Advanced university degree (Master’s degree or equivalent) in political science, international relation, economic diplomacy, public administration, law, social sciences or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience Experience with inter-agency or inter-organizational collaboration or building and maintaining effective partnerships across organizations is required.

    Experience in priority-setting, forward planning, strategic analysis, and change management and/or implementation of organizational development initiatives in a large international organization is desirable.

    Experience in political outreach, facilitation, analysis and reporting is desirable.

    Experience working in a field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programs - or similar international organization or non-governmental organization) - in a conflict or post-conflict setting is desirable.

    Experience in integrating gender perspectives into policies, programs and projects in a conflict /post conflict setting is required.

    Languages Fluency in English and French, (both oral and written) is required.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
