Background & Rationale

Since March 2018, UNICEF have been developing health activities aimed at assisting Venezuelan migrants, refugees and indigenous people. In Brazil, health activities are mainly focused on the North of the country, through the implementation of primary health care (PHC) and nutrition services in shelters in Boa Vista and Pacaraima (RR), Manaus (AM), Belém and Santarém (PA).

Considered the main gateway for Venezuelan migrants and refugees into the country, the state of Roraima has been the target of the largest number of activities developed by UNICEF in the context of the Venezuelan migration crisis.

Currently in Roraima, Unicef ​​develops, through its implementing partner - Agência Adventista de Desenvolvimento e Recursos Assistenciais - Adra Brasil, primary health care and nutrition activities in 12 shelters (11 in Boa Vista and 1 in Pacaraima). There are 15 health monitors (who perform the same duties as community health workers), 5 nurses and 4 nutritionists who work to assist the population of the shelters. In addition, UNICEF ​​has contributed to the Secretaria Municipal de Saúde de Boa Vista and Secretaria de Estado da Saúde de Roraima, with the hiring of health monitors, nurses and nutritionists to work in reference Basic Health Facilities and support the provision of PHC services for Venezuelan migrants and refugees living in spontaneous housing and occupations in the municipality.

After the declaration of the pandemic caused by the new Coronavirus (SarsCov2) a large number of cases of COVID-19 have been registered in the state of Roraima. In this context, UNICEF ​​/ ADRA has supported by carrying out several actions for the prevention and control of the disease among Venezuelan migrants.

The pandemic context has created a overcharge on primary health care services, generating a process of disruption of the strategies agreed locally that demand a complex analysis for their reorganization in the short, medium and long term. In such an analysis, the capacities and demands for the service, availability of physical structure and human resources, as well as processes and workflows that guarantee the ideal functioning of the system should be reviewed, according to the guidelines and quality standards established by the Sistema Único de Saúde of Brazilian Ministry of Health.

Purpose

Under the supervision of the Health and Nutrition officer in UNICEF -Boa Vista Office, the consultant must support the Municipal Health Department of Boa Vista - Roraima, Brazil, to define strategies for the organization of primary health care and nutrition services in the municipality of Boa Vista in the context of the COVID-19 pandemic. The consultant will provide technical support to the Secretaria Municipal de Boa Vista in the elaboration of a plan for the reorganization of primary health care services in the municipality of Boa Vista, identifying demands of physical structure, human resources, operational workflows and work processes that guide its execution according to guidelines and quality standards established by the Brazilian Ministry of Health and World Health Organization. It is also expected the development of strategies focused on the increase of access of Venezuelan migrants and refugees to the local health care.

A. Conduct a situational diagnosis of the main strategies for providing primary health care services in the municipality of Boa Vista through official data formally provided by the Secretaria Municipal de Saúde de Boa Vista.

• Identify critical PHC-related activities in the municipality

• Identify the places where such activities are available, availability of human resources, and reference population for each health facility

• Identify gaps and limitations for the provision of such services

• Identify qualitatively and quantitatively new demands generated by the COVID-19 pandemic

B. Conduct periodic meetings with coordinators and technicians working in the organization of PHC services in the municipality of Boa Vista to identify and register proposals to meet the demands of human resources, equipment, physical structure and reformulation of work processes, as well as consideration of the technical and financial feasibility of implementing such proposals.

C. Elaborate a Plan for the restructuring of primary health care services in the context of the COVID-19 pandemic for the municipality of Boa Vista - RR.

D. Conduct a situation analysis of the accessibility of Venezuelan refugees and migrants to local health system.

E. Elaborate strategies to facilitate the inclusion of Venezuelan refugees and migrants in the national health system

PERFORMANCE INDICATORS

Key competences, technical background, and experience required Deadline

  • University degree in one of the following fields is required: public health, nutrition, health policy and/or management or other health related sciences, with specialization or master degree in public health area;
  • A minimum of 5 years of professional experience (mid and/or senior level) in public Health/HIV planning and management and in relevant areas of maternal and child health;
  • Experience with emergencies is an asset;
  • Good knowledge of Microsoft Package: Excel, Word, Power Point, Web navigation and among computer software;
  • Good knowledge of project management;
  • Solid inter-personal skills;
  • Written and verbal communication skills in Portuguese;
  • Previous work experience within the UN-system is an asset.

General Conditions: Procedures and Logistics

  • Consultant will work using own equipment and stationary. UNICEF will provide office space for consultative meetings when needed.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or individual Contractor
  • Consultants / ICs will not have supervisory responsibilities or authority on UNICEF budget.

Financial Proposal

Costs indicated are estimated. Final rate shall follow “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.

A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants and individual contractors are asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Restrictions

In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.
