This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Under the general supervision of the UNICEF Planning, Monitoring and Evaluation (PME) Officer in Nyala, the Specialist will provide support in a range of PME and coordination issues at State level (both South and East Darfur) to include but will not be limited to the following:

1. Development of Programme Documents (PDs)

· Lead the preparation and posting of Call for Expressions of Interest (CFEI) through the UNPP website and subsequent review and selection process.

· Facilitate the process for the timely development of narrative and budgetary components of the PDs through an interative process.

· Compile and or consolidate technical data and information in the required PD dcouments

· Coordinate the technical, peer review and finalisation of PDs (including amendments) with UNICEF field and Khartoum based staff

2. Partnership support and development

· Provide technical guidance, training and operational support to partners in the development and or modification to PDs

· Map, analyse and expand partnershop opportunities for East and South Darfur

3. Planning, Monitoring and Evaluation

· Support programme and operational teams in the monitoring, including ‘spot checks’, and evaluation of partnerships and related programming

· Support the strengthening and establishment of wider PME systems within the UNICEF offices

· Evaluate, and as appropriate, recommend practical measures to simplify and streamline the PD process

· Participate in monitoring and evaluation exercises, program reviews and annual reviews with government and other counterparts to assess progress and to determine required action/interventions to achieve results.

· Support emergency assessment by compiling data, analysing and evaluating information on local conditions resulting from the emergency situation affecting children, and participate as needed in multi-sector and/or inter-agency assessments, where applicable;

· Any other tasks to be assigned by the Child Protection Officer based in Nyala.

Furthermore, UN Volunteers are required to:

· Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);

· Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;

· Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;

· Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;

· Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;

· Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Qualifications/Requirements

Required degree level:

Master degree or equivalent

Education - Additional Comments:

Master degree in: law, social sciences, human rights, child development, education, or similar field relevant to UNICEF’s mandate. A first-level university degree or equivalent in combination with relevant training and/or professional experience may be accepted in lieu of an advanced university degree

Required experience:

24 Months

Experience remark:

· Minimum 2 years working experience, including at least 1 year working on issues related to programme planning, monitoring and evaluation.

Language skills:

  • English(Optional), Level - Fluent

· Good analytical, negotiating, communication and advocacy skills;

· Priority will be given to candidates who demonstrate a high level of motivation and good communication, social, and interpersonal skills.
