Since 2018, UNICEF State of Palestine has invested in advancing the PSEA portfolio and addressing potential risks related to UNICEF’s operations and misconduct of personnel involved in the delivery of UNICEF’s programme. UNICEF has been the leader of the establishment the interagency PSEAH Network which mirrors the internal efforts exerted to prevent risk of SEAH, and has since began the process of mainstreaming PSEAH in all its operations, training personnel in standardized good practices, and developing protocols to handle SEAH cases. A Community-Based Complaint Mechanism (CBCM) has been established which fosters a survivor’s centered approach and connects to Accountability to Affected Popuations (AAP) channels. The CBCM is a system of mutual responsibly among the partners that conform the PSEA Network where survivors can use any accessible channel to report SEAH in order to lead them to appropriate assistance in a safe and confidential manner.

How can you make a difference?

The position will report directly to the PSEA Programme Manager (P4) on day to day work accountabilities, working closely with the Representative, Child Protection section and relevant sections involved in addressing SEA allegations reporting and response. The Programme Officer (PSEA) will be based in East Jerusalem with the possibility of field missions to UNICEF State of Palestine projects with implementing partners in the West Bank and the Gaza Strip. Within the context of the emergency response and the National PSEA Committee framework, the Programme Officer (PSEA) will support the implementation of UNICEF State of Palestine PSEA Action Plan, which focuses on scaling up and taking forward UNICEF’s prevention and response efforts to sexual exploitation and abuse.

This will include conceptualizing and implementing PSEA prevention activities across sectors, assist in the response to any PSEA concerns that are reported and implicate UNICEF personnel or partners (including strengthening complaint mechanisms at the community level, reporting, and ensuring appropriate survivor support), liaising with the PSEA Network(s) and other interagency bodies addressing PSEA and making contributions to inter-agency PSEA response and monitoring, liaising with UNICEF senior management at national, regional and international levels. The Programme Officer (PSEA) will be also responsible for building the capacity of UNICEF staff, consultants, volunteers, and implementing partners and suppliers on PSEA.

Key End-Results Expected

The strategic and effective planning, formulation, and integration of PSEA in UNICEF State of Palestine protection programmes/projects and the achievement of sustainable results, contributes to the achievement of goals and objectives to create a protective environment for children against harm, all forms of violence and ensures their survival, development and wellbeing in society. Achievements in child protection programmes and projects in turn contributes to maintaining and enhancing the credibility and ability of UNICEF to provide programme services for mothers and children that promote greater social equality in the country. Expected results:

  • Technical contribution to and participation in effective knowledge management made to strengthen country programme management and activities, including data collection, analysis, and information sharing/exchanges.
  • Effective monitoring system administered, and analysis of country level socio-political-economic trends and their implications provided for the identification of critical programme intervention point and measures; changes in programme work plans and recommendations drafted or prepared as required.
  • Programme funds effectively monitored for optimum use.
  • Programme monitoring and evaluations effectively conducted to improve programme performance, and programme status reports timely prepared.
  • Rights perspective and advocacy at the community and family levels incorporated in policy analysis for establishing and elevating UNICEF’s credibility in policy debates.
  • Technical support and assistance provided to enhance effective communication and networking through partnership and collaboration.

KEY ACCOUNTABILITIES and DUTIES & TASKS

Within the delegated authority and the given organizational set-up, the incumbent may be responsible for all or most of the following areas of major duties and key end results.

1. Internal capacity building and technical support

  • Provide technical support and monitoring for the implementation of UNICEF State of Palestine PSEA Action Plan. Together with relevant SoP sections and in coordination with the Middle East and North Africa Regional Office (MENARO) and HQ, in liaison with the PSEA Network, develop PSEA awareness raising materials for specific groups such as children, families and communities.
  • Monitor SEA cases and case management, when applicable.
  • Deliver PSEA training for UNICEF staff, consultants, volunteers, implementing partners, and suppliers.
  • Build the capacity of selected UNICEF staff to replicate PSEA trainings and awareness raising efforts.
  • Support knowledge management efforts on PSEA, including the maintenance of the repository of tools and documentation of promising practices.
  • Support UNICEF State of Palestine to institutionalize PSEA efforts within their programmes and operations, monitoring and facilities (e.g. HACT, supply section, human resources, programme component teams, etc.)
  • Jointly with Social & Behavior Change Section, the PSEA Network and the Community Engagement and Accountability for Affected Populations (AAP) coordination group, support UNICEF State of Palestine to expand/strengthen communities’ access to safe and accessible reporting channels.
  • In collaboration with UNICEF sections, support partners to ensure PSEA policies and structures are aligned with standards and requirements as per UNICEF PSEA Implementing Partners Procedures and the UN Protocol.

2. Inter-agency response to PSEA Network coordination

  • Actively participate in the PSEA Network coordination meetings and events at national and subnational level. Work with the PSEA Network in taking forward agreed actions and activities.
  • Develop PSEA information materials for children, families and suppliers.
  • Support the strengthening of Community Based Complaints Mechanisms for SEA, building upon existing community-based complaint mechanisms as relevant.
  • Support activities of the National PSEA Network Action Plan.

3. Support Appropriate Reporting and Response of SEA allegations

  • Support and advise UNICEF personnel in reporting SEA concerns to the Head of Office. Support the Head of Office on the implementation and compliance with procedures for reporting SEA.
  • Support the continued internal roll out and implementation of UNICEF SEA reporting procedures.
  • Provide support and training to resource persons on the SEA reporting procedures and provision of assistance to victims.
  • Provide technical support to partners and suppliers to strengthen internal reporting procedures.

4. Prevention

  • Collaborate and coordinate with partners and UNICEF sections to ensure sensitization activities on SEA are implemented across communities, and establish systems to track and monitor implementation.
  • Collaborate and coordinate with UNICEF sections to ensure systematic SEA risk assessment is conducted and findings are reflected and included in programme implementation.

5. Survivor Assistance

  • In coordination with the Child Protection section:
  • Ensure that survivors of SEA have access to assistance and support.
  • Monitor the quality of assistance and follow up provided to victims of SEA by UNICEF partners.
  • Ensure that the Gender Based Violence (GBV) and Child Protection (CP) referral pathways – internal and interagency – are reviewed in functionality and effectiveness.
  • Contribute to advocacy to strengthen access to services for survivors.

To qualify as an advocate for every child you will have…

  • A university degree in a social and behavioral science, including sociology, anthropology, communication studies/communication for development, psychology and/or related field is required.
  • A minimum of one year of relevant professional experience in one or more of the following areas is required: social development programme planning, communication for development or social and behaviour change, public advocacy, PSEA or another related area.
  • Relevant experience in a UN system agency or organization is considered an asset.
  • Fluency in English and Arabic is required. Knowledge of another official UN language (Chinese, French, Russian or Spanish) is an asset.
