Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional levels. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. United Nation’s Environment Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This consultancy assignment is for the Mediterranean Action Plan (MAP), in Athens, Greece. In line with the COP 23 Decision IG.26/3 “The 2023 Mediterranean Quality Status Report and a Renewed Ecosystem Approach Policy in the Mediterranean” (Portoroz, Slovenia, 5-8 December 2023), the Executive Summary of the 2023 Mediterranean Quality Status Report (MED QSR) was endorsed, and it was requested to prepare a Summary for Policy Makers, to serve as one of the communication products for the 2023 MED QSR, planned under the MAP Programme of Work (PoW) and Budget for 2024-2025 (Decision IG.26/14). The same decision also calls for the preparation, under the leadership of the Ecosystem Approach Coordination Group, of a revised Ecosystem Approach Roadmap Policy, including enhancement of the Integrated Monitoring and Assessment Programme for the Mediterranean Sea and Coast (IMAP). In this regard, there is a need for an international expert to support UNEP/MAP in the preparation of these specific products and the preparation of the relevant documents, for submission to the 10th EcAp Coordination Group Meeting planned in 2024 (online), and other relevant UNEP/MAP Governing Bodies Meetings. The consultant will work under the direct supervision of the QSR Programme Manager Officer and overall guidance of the UNEP/MAP Coordinator. Under the direct supervision of the UNEP/MAP QSR Programme Manager Officer and overall guidance of the UNEP/MAP Coordinator, the consultant will be responsible to perform the following tasks: 1) Prepare a detailed work plan with annotations and timetable. 2) Prepare an outline structure for the Summary for Policy Makers of the 2023 MED QSR, also considering the regional dimension and aggregation as appropriate. 3) Participate to the online meetings of the Working Group established by UNEP/MAP for the preparation and delivery of the Summary for Policy Makers of the 2023 MED QSR, as well as to other meetings deemed necessary. 4) Based on the analysis of the 2023 MED QSR (Information Document: UNEP/MED IG.26/Inf.10), identify and recommend elements/text/graphs/visuals from all respective chapter, to be included in the Summary for Policy Makers of the 2023 MED QSR. 5) Deliver the Summary for Policy Makers of the 2023 MED QSR. 6) Develop an analysis of the needs for revision of the EcAp Roadmap and IMAP enhancement, taking into account, but not limited to, the outcomes of the 2023 Mediterranean QSR; the findings of the 2023 independent evaluation of the implementation of the Ecosystem Approach Roadmap, and other related work of the Secretariat as per the CORMONs and Ecosystem Approach Coordination Group meeting conclusions, and giving due consideration to the most recent relevant developments at global and regional level, including the expected MFSD evaluation and revision. 7) Prepare a concise proposal for updating EcAp Roadmap, taking into account the elements under ToR Task 6. 8) Prepare a concise proposal for updating IMAP (for all Ecological Objectives) taking into account the elements under ToR Task 6.
Qualifications/special skills

A minimum of 5 years of professional work experience in the field of assessment report preparation or environmental policy documents and related aspects is required. Previous experience on issues related to the marine and coastal environment assessment in the Mediterranean is desirable.
