Preparation and analysis work needed for the next development phase of RIGHTSTAT (Cancelled)

Result of Service The consultant will develop the concept note for phase 2 of RIGHTSTAT, by performing the following tasks:

1. Lead internal OHCHR consultations on the beta version of RIGHTSTAT (both front-end and back-end dashboards) with the Human Rights Indicators and Data Team (HRIDU) and the Information, Management and Technology Section (IMTS): - Conduct interviews and consultations to gather necessary information and requirements from HRIDU, IMTS, and other parts of OHCHR. The output of the internal consultations is to be used in developing the concept note for RIGHTSTAT Phase 2. - Conduct interviews with other UN entities with relevant data dashboards (e.g. UNSD, UNWOMEN, UNFPA, etc.) - Analyze existing OHCHR databases and other sources of data for the indicators to automate data capture, including the treaty ratification dashboard and how it can be embedded to RIGHTSTAT, https://indicators.in.ohchr.org/

2. Conduct interviews with the developpers of the beta version of RIGHTSTAT: The Service for Geospatial, Information and Telecommunications Technologies of the United Nations Global Service Centre within the United Nations Department of Operational Support.

3. Prepare a report of findings based on the internal OHCHR consultations.

4. Deliver a concept note for RISHTSTAT Phase 2: - The concept note should include a mock-up design of the dashboards and the recommended added functionalities based on the results of the consultations (e.g. dynamically generated (downloadable) country profiles, downloadable maps and analytics, automated data capture, suggested new indicators, a searchable document repository, etc).

5. Perform a systems analysis of various geospatial visualization tools, including those used by other UN entities (e.g., Tableau, Power BI and Carto), as alternatives to the current RIGHTSTAT platform : - Provide information on the specifications of possible platforms, including their pricing, timeframe, data privacy, security and ownership, sustainability, etc. - Assess the feasibility of consuming the beta version of RIGHTSTAT to these tools

6. Provide an assessment of possible service providers (developers) for RIGHTSTAT Phase 2.

7. Deliver a draft SLA (Service-Level Agreement) with the technical specifications required for the development of RIGHTSTAT phase 2.

Payments will be made upon submission of the monthly progress report, in each of the areas covered by the consultancy contract and their acceptance by OHCHR. This JO is issued subject to approval and release of the 2022 budget.

Duties and Responsibilities We live in an increasingly interconnected, interdependent and complex world, where the rapid exchange of information and ideas has brought opportunities to many. Yet this interconnectivity has also given rise to challenges, as knowledge stocks depreciate at an accelerating rate, presenting a threat to institutions that rely on static knowledge and expertise. The institutions that thrive are the ones that find ways to participate more effectively in a broader range of data streams and knowledge flows, which can refresh their static knowledge and their expertise, as well as keep up with the changes happening around them.

OHCHR has developed a framework of indicators to respond to a longstanding demand to develop and deploy appropriate statistical indicators in furthering the cause of human rights and the 2030 Agenda for Sustainable Development.

Within the framework of the Methodology, Education, and Training Section's (METS) contributions to better integrate methodology, technology and data, OHCHR has developed a beta version of an application called RIGHTSTAT, compiling relevant, high-quality, and internationally comparable Human Rights Indicators with the aim of advancing the protection of human rights for all. RIGHTSTAT is guided by the Human Rights-Based Approach to Data, a set of principles for ensuring that data is produced following international human rights and statistical standards while putting people at the centre. The beta version of RIGHTSTAT currently contains 10 human rights and SDG indicators, and will progressively expand. It will be populated with new indicators and other data sharing and analytics capability in the future. RIGHTSTAT aims to provide a snapshot of the state of human rights engagement worldwide by measuring the level of countries' acceptance, intent, and commitment to implementing human rights standards. RIGHTSTAT itself builds on an existing interactive dashboard on treaty ratification released in 2013, https://indicators.in.ohchr.org/. This is the first-ever comprehensive data visualization portal containing the latest status of ratification of 18 treaties and optional protocols (treaties) for all United Nations Member States. As the majority of SDG indicators are directly relevant to the implementation and measurement of human rights, including the right to development, there is a significant room for expanding RIGHTSTAT using existing SDG indicators.

The consultant will support the preparation and analysis work needed for the next development phase of RIGHTSTAT (henceforth RIGHTSTAT Phase 2) by:

• Leading internal OHCHR consultations on the beta version of RIGHTSTAT
• Assessing system requirements for RIGHTSTAT Phase 2, considering existing statistical, data and mapping standards (e.g., SDMX format, SDGs regional and country statistical codes, UN geospatial standards, etc) and data dashboards by other UN entities
• Supporting the analytical and functional expansions of RIGHTSTAT's beta version
• Providing an assessment of possible service providers/developers for RIGHSTAT Phase 2

The consultant will work under the supervision of two staff members of the Methodology, Education and Training Section (METS) within the Office of the United Nations High Commissioner for Human Rights (OHCHR), and in close consultation with other METS and Information, Management and Technology Section (IMTS) staff.

Qualifications/special skills Academic Qualifications: An advanced degree in Economics, Law or International relations is required. A first level degree in combination with additional years of qualifying experience may be accepted in lieu of the first level degree.

A high school diploma is required Experience: Minimum of 2 years of experience in statistical data analysis, research and data analysis and methodology testing. Language: Fluency in English is required. Knowledge of French is desirable.
