Organizational Setting

FAO office in Sao Tome e Principe supports the country in promoting sustainable forest management and ensuring that the country benefits from social and economic dimensions of forestry and natural resources to lift from poverty and food insecurity. The FAO country office receives immediate technical support from FAO subregional office for Central Africa and from other FAO technical units of RAF and HQ.

In the implementation of the activities of the PPG on Ecosystem restoration for enhanced biodiversity, productive landscape and sustainable livelihoods in Sao Tome e Principe a project coordinator will be recruited to coordinate the implementation of the activities of the PPG and consultations with stakeholders and partners.

Reporting Lines

The PPG coordinator will work under the general supervision of the FAO representative in STP and the direct technical supervision of the Forestry Officer for Central Africa, LTO of the project.

Technical Focus

Project management, ecosystem restoration, environmental sciences, forestry, natural resource management and related field.

Tasks and responsibilities

The PPG coordinator will perform the following tasks:

• Organize the PPG inception workshop;

• Coordinate the organization and preparation of stakeholder consultations (national, sub-national, local). These will serve as the core foundation of the Project Document, and more specifically the consultations will help to gather information and data on:

o Drivers of degradation,

o Ensure local inputs in the baseline assessments,

o Land administration systems gaps for information that is essential to tracking Ecosystem Restauration decisions, assessing land potential, condition and resilience, and monitoring Ecosystem Restauration,

o Ground-truthing of the satellite images,

o Collaboration for co-financing, coordination with ongoing projects, building on lessons learned

o Target beneficiary profile (including detailed criteria for selection)

o Target value chains (including criteria for selection)

o Capacity building needs

o Success factors/obstacles behind already introduced Ecosystem Restauration technologies

o Determine the rules for counterbalancing land gains and losses

o Identify information needs (scale, type)

o Identify knowledge gaps and needs for further research to support evidence-based decision-making, 13) Implementation arrangements

o Ensure that actions taken in pursuit of the Ecosystem Restauration target do not compromise the rights of land users;

• Ensure regular communication with relevant stakeholders on the progress of PPG at national, sub-national, and local levels;

• Support the capacity assessments of lead execution agency(ies)/Operational Partner(s) (as appropriate);

• Support the establishment of technical advisory group with key policy makers and partners to guide and support the PPG process (including co-financiers identified in PIF and additional, as appropriate)

• Keep track on products and other milestones from national and international consultants;

• Support organization of regular PTF and PPG team meetings;

• Ensure day to day PPG coordination tasks of the PPG and follow up to obtain co-finance letters;

• Follow up and obtain timely feedback on draft project document from key stakeholders and institutions;

• Update risk management matrix from PIF stage;

• Ensure that the final package for submission has all elements required in FAO-GEF project document template;

• Ensure OPIM procedures to achieve and support preparation of OPIM submission package and draft OPA are met.

• Organize the project inception and final validation workshops involving government counterpart and key stakeholders

• Perform other related duties, as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum requirements

• University degree in project management, forestry, ecosystem restoration, environmental sciences, natural resource management and related field with working experience in this area.

• Minimum of 5 year of relevant professional experience in project coordination and management and in coordinating a team of consultants or experts.

• Knowledge of (level C) of English or French and limited knowledge (level B) of another FAO language (French, Spanish, Arabic, Chinese, or Russian).

• National of Sao Tome e Principe.
