Contract

Background

The following documents shall be required from the applicants:

  1. Personal CV or P11, indicating all past positions held and their main underlying functions, their durations (month/year), the qualifications, as well as the contact details (email and telephone number) of the Candidate, and at least three (3) the most recent professional references of previous supervisors. References may also include peers.
  2. A cover letter (maximum length: 1 page) indicating why the candidate considers him-/herself to be suitable for the position.

Office/Unit/Project Description:

The United Nations Development Programme is the global development agency of the United Nations system that operates in 177 countries.

To support the UNDP Digital Strategy 2022-2025 and enable the digital transformation of the organization, the Information and Technology management (ITM) office is tasked with developing and operating the enabling corporate technology platforms and providing related services that power the digital transformation including: (1) advice, administration and operation to promote delivery of maximum business value of each platform; (2) a global service desk operation; (3) and outreach services and capacity building activities to promote knowledge sharing and effective, agile planning and governance of technology development and utilization.

Within the Office of Information and Technology Management (ITM), the Data Management Services (DMS) section is responsible for the roadmap, architecture, management and technical support of UNDP’s corporate data and analytics platforms. Through the deployment of new technologies and partnerships with internal business stakeholders and external technology providers, the DMS team enables organizational effectiveness and promotes a culture of data-driven decision making. Further it is responsible for the overall introduction and roll-out of the UNDP corporate Data Warehousing and BI platforms. Specifically, the New York based Team also provides advisory services on data analysis and visualization challenges to UNDP Business Units.

As a long-standing partner of the Global Fund, UNDP’s value proposition lies in providing an integrated package of development solutions to strengthen institutions to deliver health services. Based on demand from Country Offices, and building on the relationships, expertise, systems, partnerships, including across the UN family, and comparative advantage established through the Global Fund partnership, the GPN/BPPS/Global Fund Partnership/Health Implementation Support Team, HIV and Health Group, BPPS/GPN (BPPS/GF/HIST) is providing support to Country Offices through three overarching modalities: 1) the Global Fund portfolio, 2) health procurement and supply chain management support, and 3) other health implementation support beyond the Global Fund, including Gavi-funded activities and Solar for Health.

Institutional Arrangement:

The PowerBI and Report Development Specialist will report to the Chief of Data Management Services for IT and technical area and to the Finance Advisor, BPPS/GFHIST for addressing the business needs of the programme business unit.

Duties and Responsibilities

Scope of Work:

Under the supervision of the Chief of Data Management Services for IT the PowerBI and Report Development Specialist, with a matrixed reporting to the Finance Advisor, UNDP Bureau of Programme and Policy Support, Global Fund Health Implementation Support Team (BPPS/GFHIST), will provide SQL technical expertise and develop reports/dashboards for various applications by working directly with business analysts and policy and programme managent team of BPPS.

Specifically:

  • Manage PowerBI gateway for BPPS/GFHIST portfolio;
  • Manage existing SSRS Reports;
  • Develop BPPS/GFHIST PowerBI reports to enable a holistic programme management of the portfolio;
  • Develop programme and operational performance dashboards using the data from warehouse as well as the external data sources such as the Global Fund and WHO;
  • Manage and transform the existing PowerBI Dashboards and Reports of the the Global Fund based on new ERP platform and Hyperion;
  • Resolve and improve performance of reports while pulling data from warehouse;
  • Provide end user trainings on PowerBI development; and
  • Any other duty assigned by Chief of Data Management Services and or Finance Advisor, BPPS/GFHIST.

Minimum Qualifications of the Successful IPSA

Min. Academic Education

Master’s Degree in Information Technology, Computer Science or Engineering, or related discipline is required.

Or

Bachelor’s Degree with 2 years of additional experience may be considered in lieu of a Masters.

Min. years of relevant Work experience

  • A minimum of 5 years of relevant work experience with data analysis and reporting tools with a Master`s Degree or 07 years’ experience with a Bachelor’s Degree.

Required skills and competencies

  • In-depth knowledge in PowerBI development.
  • In-depth knowledge of ERP data models.
  • Experience in developing impact analysis and preparation of high level design documents.
  • Experience with Office 365 platform.

Desired additional skills and competencies

  • Experience with cloud ERP platforms, its datasets and corporate datawarehouse.
  • Experience with Microsoft Azure Data platform.
  • Experience in capturing and documenting business/technical requirements.
