You have:
- A Master's Degree in Information Technology, Computer Science or related field is required.
- A Bachelor's degree with 7 years of additional experience may be considered in lieu of a Master's.
- Minimum of 5 years of relevant work experience in PowerBI development with a Master's degree or 7 years with a Bachelor's degree.
- In-depth knowledge of PowerBI development is required.
- Experience with Microsoft Azure Data platform.
- Experience in capturing and documenting business/technical requirements.
- Working knowledge of French and/or Spanish is desired.
Contract
This is a IPSA-10 contract. This kind of contract is known as International Personnel Services Agreement. It is normally internationally recruited only. It usually requires 5 years of experience, depending on education. More about IPSA-10 contracts.

Office/Unit/Project Description
UNDP is a founding cosponsor of the Joint UN Programme on HIV/AIDS (UNAIDS), a partner of the Global Fund to Fight AIDS, TB and Malaria (Global Fund), a signatory of the WHO-led SDG3 Global Action Plan for Healthy Lives and Well-Being for All, and a co-sponsor of several other international health partnerships, including the Global Health Innovative Technology (GHIT) Fund and complimentary Access and Delivery Partnership (ADP) supported by the Government of Japan. UNDP’s work on HIV, health and development leverages UNDP’s core strengths and mandates in sustainable development, governance, poverty reduction and climate. UNDP delivers support to countries in three areas of HIV and health: reducing the inequalities and exclusion that affect health and drive epidemics, promoting effective and inclusive governance for health and building resilient and sustainable systems for health. UNDP helps countries to mainstream attention to HIV and health into action on gender, poverty, governance, financing, and the broader efforts to achieve and sustain the Sustainable Development Goals, including the commitment to leave no-one behind and reach the furthest behind first. UNDP also supports countries in effective implementation of complex, multilateral and multisectoral health projects, while simultaneously investing in capacity development so that national and local partners can assume these responsibilities over time. The UNDP/Global Fund partnership is an important part of this work, facilitating access to resources for action on SDG 3 by countries that face constraints in directly receiving and managing such funding. UNDP partners with countries, WHO and other partners in responding to health emergencies and HIV and health dimensions of crisis/post-crisis situations.
Duties and Responsibilities
Under the supervision of the Director HHG and the Operations Specialist and in consultation with a HHG advisory group to develop reports/dashboards/visuals
Specifically:
- Develop BPPS/HHG dashboards and reports to enable a holistic programme management of the portfolio; this will be done in two phases . Phase 1 will include dashboards and visuals on expenditure by regions and by thematic areas, analytics on diversity of personnel ( gender, geography, etc). Phase II will build on Phase 1 and will include expenditure at the country level, health portfolio tracking and analysis per strategy and per action area.
- Develop programme and operational performance dashboards using the data from UNDP data warehouse as well as the external open data sources such as the Global Fund and WHO ; at the global, regional and country levels.
- Conceptualize, design, and develop interactive data visualizations on the portfolio ( programmatic and financial data) that make complex data more accessible, understandable, and actionable using software such as Power BI, Tableau or with javascript;
- Perform data exploration and analysis of various datasets including portfolio data and programmatic data based on request; e.g number of donors per region, expenditure by region, by action area
Provide end user training on PowerBI development.
Institutional Arrangement
The PowerBI and Report Development Specialist will report to the Director HHG and the Operations Specialist and will consult with a HHG advisory group addressing the needs of the programme business unit.
- UNDP will provide access to data warehouse
- HHG will facilitate discussions with other teams and units as needed to draw from experiences.
