You have:
- Master’s degree in a related field such as economics, programme evaluation, political science, environmental management, energy, statistics or other relevant field is required.
- Up to 2 years of relevant work experience in vertical fund programme management, reporting, and/or research in an international organization.
- Experience and knowledge of vertical fund programming, specifically GEF and GCF, and familiarity with UNDP POPP.
- Experience in delivering training of operational procedures and/or reporting guidelines.
- Experience in coordinating or monitoring project reporting across large portfolios and teams.
- Proven skills in developing quality informational products and presentation materials.
- Proven skills in qualitative and quantitative research on environment/climate change or related topics.
- Experience working in international organization.
- Excellent oral and written communication skills in English languages is essential.
Contract

Travel:
- Mission travel may be required to attend relevant meetings and/or trainings. Estimated 1-2 missions (destinations to be identified) with expected total travel duration of approximately 4-6 days per mission;
- Any necessary mission travel must be approved in advance and in writing by the Programme and Policy Specialist in New York;
- The BSAFE course must be successfully completed prior to commencement of travel;
- Portfolio and Programme Management Assistant is responsible for ensuring s/he has vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director;
- Portfolio and Programme Management Assistant is responsible for obtaining any visas and security clearances needed in connection with travel with the necessary support from UNDP;

Office/Unit/Project Description
UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work is carried out through a network of advisors and specialists located at HQ, Regional and Country Office levels, to ensure that local knowledge and context specific expertise is linked to cutting-edge global perspectives and advocacy. In this context, UNDP provides its policy advisory and programme support functions through the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains, in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan and works closely with the Crisis Bureau (CB) that has the responsibility to guide and implement UNDP’s corporate crisis-related strategies and vision for crisis prevention, response and recovery. The Nature, Climate and Energy Team as part of the GPN, supports countries to promotes and scales up integrated whole-of-governance approaches and nature-based solutions that reduce poverty and inequalities, strengthen livelihoods and inclusive growth, mitigate conflict, forced migration and displacement, and promote more resilient governance systems that advance linked peace and security agendas.
The NCE Team works with governments, civil society, and private sector partners to integrate natural capital, environment and climate concerns into national and sector planning and inclusive growth policies; support country obligations under Multilateral Environmental Agreements; and implement the UN’s largest portfolio of in-country programming on environment, climate change, and energy. This multi-billion dollar portfolio encompasses: Biodiversity and Ecosystem Services including forests; Sustainable Land Management and Desertification including food and commodity systems; Water and Ocean Governance including SIDS; Climate Change Mitigation and Adaptation; Renewable and Modern Energy; Extractive Industries; Chemicals and Waste Management; Environmental Governance and Green/Circular Economy and SCP approaches. This work advances crosscutting themes on innovative finance, digital transformation, capacity development, human rights, gender equality, health, technology, and South-South learning.
In addition to UNDP’s bilateral partnerships on natural capital, environment and climate, UNDP is an accredited multilateral implementing agency of the Green Climate Fund (GCF), Montreal Protocol Multilateral Fund (MLF), the Adaptation Fund (AF) and the Global Environment Facility (GEF) which includes the Global Environment Facility Trust Fund (GEF Trust Fund); the Nagoya Protocol Implementation Fund (NPIF); the Least Developed Countries Fund (LDCF); and the Special Climate Change Fund (SCCF)). As part of UNDP’s partnership with these vertical funds, UNDP provides countries specialized integrated technical services for eligibility assessment, programme formulation, capacity development, policy advice, technical assistance, training and technology transfer, mobilization of co-financing, implementation oversight, results management and evaluation, performance-based payments and knowledge management services.
Within this overall background, the Nature, Climate and Energy cluster is seeking a Portfolio and Programme Management Analystto support the NCE Directorate on: supporting the development and updating of guidance, SOPs and annotated templates; assisting delivery of regular training and retraining of staff in the field; and coordinating the reporting process and timelines as required by vertical funds. The Analyst will also support senior staff in managing the flow of projects in the review stream and preparing reporting documentation for final submission.
Institutional Arrangement
- The Portfolio and Programme Management Analyst will work from home;
- The Portfolio and Programme Management Analyst will report to, and be directly supervised by, the NCE Programme and Policy Specialist based in New York;
- The Portfolio and Programme Management Analyst will be given access to relevant information necessary for the execution of the tasks under this assignment;
- The Portfolio and Programme Management Analyst will be responsible for providing her/his own work station (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to reliable internet connection;
- Given the global consultations to be undertaken during this assignment, the Portfolio and Programme Management Analyst is expected to be reasonably flexible with his/her availability for such consultations taking into consideration different time zones.
Duties and Responsibilities
The objective of the assignment is to support the work of NCE Directorate on coordination of Green Climate Fund (GCF) Anuual Performance Review. The Portfolio and Programme Management Analyst is expected to assist with the following functions:
- Support the drafting and updating of SOPs and annotated templates for vertical fund programming;
- Support and suggest updates to programming guidance as necessary, as a result of ongoing quality assurance activities and audit findings;
- Support the delivery of training with respect to recent changes in guidance and SOPs;
- Support GCF APRs, GEF PIR and AF PPR (as needed) coordination throughout the reporting process;
- Prefill project reporting templates and ensure alignment with requirements;
- Support the NCE team with aggregate information about training status and reporting timelines;
- Support the management and quality assurance of the PIMS+ C & C platform, in coordination with the Portfolio Database Officer;
- Support the monitoring of the GEF and GCF portfolio under implementation, including coordinating with technical teams and Management and Programme Support Unit (MPSU) in updating disbursement schedules;
- Draft and update informational products and presentation materials as requested by the supervisor;
- Provide quality research support as requested by the supervisor;
- Gather data from teams to support ROAR, IWP, QA and global PAC;
- Support directorate team with research needs to advance quality assurance, reporting and other compliance-related objectives;
- Facilitate the management and organization of the PIMS+ workspace;
- Other duties as requested by the supervisor.
