Org. Setting and Reporting

This position is located in the Office of the Special Envoy of the Secretary-General (OSESG) on Myanmar, currently based in Bangkok, Thailand. The Office of the Special Envoy supports the implementation of the Secretary-General’s good offices General Assembly mandate on Myanmar. Under the overall direction of the Special Envoy, the incumbent will report to the Head of Office.

Responsibilities

Under the overall guidance of the Special Envoy and the direct supervision of the Head of Office, the Senior Political Affairs Officer will be responsible for the following duties: • Reviews, monitors and analyses activities in and on Myanmar; assesses trends which might affect the political situation and the domestic and regional political and security impacts, such as political dynamics, conflicts and socio-economic developments; recommends solutions/possible action by the Special Envoy and United Nations. • Prepares analytical reports and papers on sensitive and high-profile matters of concern to the General Assembly, Security Council, or other bodies; drafts notes, background papers, regular political updates, statements, talking points, speeches, mission, and meeting reports and other correspondence for senior UN officials and those required by intergovernmental bodies. • Maintains up-to-date records of events relating to political issues, and in particular, as they affect the good offices mandate of the Secretary-General’s Special Envoy. • Maintains contacts with other sectors of the UN, other international organizations, Civil Society Organisations, local academia/think tanks, regional partners and governments and monitors actions taken by other UN entities, government, and non-governmental organizations. • In close consultation with the Front Office, develops and implements a communications strategy for the Special Envoy, drafts communications products, including briefings, public statements, speeches, talking points and media interview/social media messages for presentation by the Special Envoy in support of high-level engagement in external events as well as general strategic positioning. • Selects, classifies, and stores in computerised databases information relating to peace and security issues in Myanmar and the region. • In close consultation with the Front Office, contributes to the formulation of the programme of work, budget and medium-term plan of the office and participates in the overall approval of the programme of work, and administrative matters concerning the office. • Carries out administrative functions relating to the staff planning and budget to ensure timely and accurate reporting to Extra-Budgetary (XB) donors. • Performs other related related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related area is required. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area, is required. Experience working in a field setting is required. Experience working in, or on issues related to Myanmar or the region, is required. Experience in inter-agency coordination is desirable. Experience in working with a Special Political Mission (SPM) is desirable

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
