Org. Setting and Reporting This position is located in the Department of Political and Peacebuilding Affairs, Security Council Affairs Division in the Security Council Practices and Charter Research Branch (SCPCRB).

The Security Council Practices and Charter Research Branch serves as the advisory and research arm of the Division on matters of the Security Council practice and procedure and as the Secretariat to the Informal Working Group on Documentation and Other Procedural Questions (IWG). The Charter Research Branch is also responsible for preparing the Repertoire of the Practice of the Security Council, providing comprehensive coverage of the Security Council’s interpretation and application of the United Nations Charter and its own Provisional Rules of Procedure since 1946. Among its core functions, the Branch is the sole, authoritative repository of Security Council data and the leading team within DPPA in data analysis and visualization products concerning all matters relating to the Security Council.

The Political Affairs officer reports to the Chief of Branch through its Senior Political Affairs Officer.

Responsibilities Within delegated authority, the Political Affairs Officer will be responsible for the following duties: - Maintain up-to-date knowledge of events relating to political issues, in general, and in particular as they relate to the countries and thematic mandates on the agenda of the Security Council; - Keep abreast of latest trends and developments in the Security Council and its subsidiary bodies and provide inputs on issues to senior officials and colleagues in missions and elsewhere in the Secretariat; - Document the evolution of the practices and working methods of the Council and/or its subsidiary bodies and conduct research concerning measures to enhance the responsiveness of the Division to the needs of the Council; - Conduct extensive research and analysis and draft, edit and revise studies for the Repertoire of the Practice of the Security Council; - Contribute to other information products of the Security Council Practices and Charter Research Branch, as required; - Maintain effective liaison with other UN departments, Member States, representatives of regional and nongovernmental organizations in connection with issues on the agenda of the Security Council; - Assist the Secretary of Informal Working Group on Documentation and other Procedural Questions (IWG) in providing substantive support; - Prepare responses to queries on procedural and constitutional issues related to the Security Council from Member States, Secretariat officials, academia or the media; - Research and draft briefing notes, background papers and talking points for senior United Nations officials; - Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. - Manage the development of new digital and website projects focused on the working methods of the Security Council and serve as focal point for all relevant stakeholders, including Member States and consultants. - Assist in the further development of the Division’s data visualization dashboards and other analytical and visual products capturing the contemporary practice of the Security Council and its subsidiary bodies; and participate in the updating of the Division’s databases and products on the Security Council website: www.un.org/securitycouncil; - Assist in the maintenance and further development of the Division’s website providing up to date information on the Security Council’s work; - Assist, as appropriate, in the instruction and training of junior professionals and General Service staff; - Perform other duties as required.

Education An advanced university degree (Master’s or equivalent) in political science, international relations, international economics, law, public administration or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of relevant work experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required

Experience working with the Security Council working methods, practices and procedures, including those relevant to gender mainstreaming, is required.

Experience in database and website management is required.

Experience with data and political analysis and visualization is desirable.

Experience in researching, drafting, and editing complex documents, including synthesizing Council documents on working methods, for publication is desirable.

Experience in working with and knowledge of the United Nations, its agencies or relevant international organizations is desirable.

Languages English and French are the working languages of the UN Secretariat. For this position, fluency in English both oral and written is required. Knowledge of an additional official language of the United Nations is an asset.
