Org. Setting and Reporting This post is located in the United Nations Mission in Kosovo (UNMIK), based in Pristina. The incumbent of the post will report to the Chief of Staff.

Responsibilities Within delegated authority, the Political Affairs Officer will be responsible for the following duties: Planning, Coordination and Facilitation - Facilitate joint and integrated planning between Mission components, UNCT members and other relevant partners in accordance with the Policy on Integrated Assessment and Planning (IAP) guidelines and senior management guidance. Consult and cooperate with partners to develop strategies and plans of action, in pursuit of shared objectives; monitor, evaluate and report on implementation. Prepare the Mission Results-Based Budget (RBB) framework and performance reports, and prepare inputs as required for audits, budget monitoring and performance reporting. Coordinate the revision and assessment processes under the Comprehensive Performance Assessment System (CPAS) and ensure alignment between CPAS and RBB. Prepare SRSG Compact and Compact performance reports. Oversee the smooth processing of programmatic activities. Act as mission focal point on Enterprise Risk Management, co-chair the Risk Management Committee and prepare in consultation with mission components the Risk Register and Risk Response and Treatment plan. Support the Chief of Staff in her oversight role over the Organizational Resilience Management System and review SoPs and policy documents. Act as the mission focal point on policy and best practices and facilitate After Action Reviews and assist the preparation of practice notes and end of assignment reports. Support the preparation of a Mission Concept, or similar initiative, which translates the mission mandated tasks into actionable objectives, timelines and expected outcomes. Provide advice to Mission components in development of component-level plans at the national and/or regional level, to ensure coherence with the Mission’s overall strategic direction and relevant plans and policies developed by/for Kosovo. Provides substantive and practical support to Steering Committees, working groups, as well as related planning activities, meetings and events; with all relevant stakeholders, facilitate the development and implementation of a UN Integrated Strategic Framework, for peace consolidation, including a system for monitoring and evaluation of progress and making suggestions on priorities. Support preparations of component-level plans, ensuring coherence with the Mission’s overall strategic direction. Management/Administration - Contribute to the formulation and implementation of unit's programme of work. Support planning and budgetary processes. Supervise, mentor, and evaluate staff; assist with the selection of new staff. Assist in the preparation of the budget, including staffing needs and workplace planning, and advise senior management to help ensure resources are used to support implementation of component plans and mission priorities. Reporting and Information Management - Prepare summary and analytical reports including, but not limited to, reports, briefing notes, options papers, code cables and input for the reports of General Assembly or other bodies. Conduct analysis, formulate recommendations and draft segments of documents in order to assist UN senior management to develop, implement, and monitor strategies to maximize the individual and collective impact of the UN’s response in the area of deployment, concentrating on mandated tasks and activities required to consolidate peace and security Manage information to ensure its accessibility and utility. Perform other relevant duties as required.

Education An advanced university degree (Master’s degree or equivalent) in political science, international relations, social sciences, law, public administration, or a related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in planning, evaluation, programme management, civil affairs, policy development at a strategic level, or a related field is required Experience in RBB processes are required Experience in CPAS is desirable Field experience including at least two years of experience working in a UN field operation, or similar multi-lateral organisation in a conflict or post-conflict setting, is required Experience implementing relevant UN Secretariat policies, procedures and operations, including legislative and budgetary processes, is required Experience working in a multi-lateral context is required.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (both oral and written) is required. Knowledge of other UN languages is desirable. Knowledge of local language is desirable.
