Org. Setting and Reporting The position is located in Pillar IV of UNCCT, the incumbent will report to the Head of the Human Rights Unit under the supervision of the Head of Pillar.

The UN Global Counter-Terrorism Coordination Compact Working Group on Promoting and Protecting Human Rights and the Rule of Law while Countering Terrorism and Supporting Victims of Terrorism is currently implementing a global, multi-year project on Training and Capacity Building of Law Enforcement Officials on Human Rights, the Rule of Law and the Prevention of Terrorism (the “Global Project”). The Global Project provides training for law enforcement and security officials on human rights law and human-rights-compliant responses to countering terrorism. The Global Project is implemented under the mandate of Pillar IV of the UN Global Counter-Terrorism Strategy (A/RES/60/288) and consists of four phases to ensure its sustainability and maximum impact on the ground.

The Political Affairs Officer will work closely with the International Expert and, support his/her work in implementing the Proposed Expansion of Project Activities in Iraq. The Political Affairs Officer will also work closely with UNAMI/OHCHR colleagues in Iraq to effectively carry out the assigned tasks.

The Political Affairs Officer will report directly to UNOCT/CCT, with substantive support provided by OHCHR NY Office and UNAMI Human Rights Division in Baghdad

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 43 Counter-Terrorism Implementation Task Force entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. The United Nations Counter-Terrorism Centre (UNCCT) is part of UNOCT and promotes the delivery of United Nations capacity building assistance to Member States.

Responsibilities Within the delegated authority, the Political Affairs Officer will be responsible for the following duties:

· Provide substantive guidance and inputs, overseeing consultants on substantive human and law enforcement issues and, assist in coordinating activities with UNAMI Human Rights Division for the smooth implementation of the project and ensure timely preparation and submission of project reports;

· Develop and maintain relations with Iraqi authorities and other relevant institutions on human rights and counter terrorism capacity building;

· Identify, analyse and monitor key political developments, trends and emerging issues in Iraq, especially with regard to their impact on the implementation of the project, and stay abreast of developments;

· Prepare analytical reports and background notes of key governmental institutions and officials and provide advice for formulating strategic engagement;

· Provide substantive support to consultative and other meetings and, propose agenda topics identify participants, preparation of documents, and drafting of reports ;

· Identify and maintain relation with UN AFPs and civil society organisations which are implementing counter terrorism and prevention of violent extremism projects and programmes and analyse needs and gaps;

· Perform other related duties as required.

Demonstrates openness in sharing information and keeping people informed.

Education Advanced University degree (Masters or equivalent) preferably in political science, international relations, international security, international law, or related field. A first-level university degree in combination with an additional two years of relevant experience may be accepted in lieu of the advanced university degree

Work Experience A minimum of five years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution, or related area is required. Experience working with government security agencies in military, law enforcement, or counter-terrorism policy, operations or programming is required. Experience working in Middle East and North Africa (MENA) Region, preferably in Iraq, is desirable. Experience in the design and delivery of training materials in a counter-terrorism context is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (written and oral) is required. Knowledge of Arabic is an advantage..

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
