Org. Setting and Reporting The Office of the Special Envoy of the Secretary-General on Myanmar (OSESG-MYR) supports the implementation of the Secretary-General’s good offices General Assembly mandate on Myanmar.

This position is located in Nay Pyi Taw, Myanmar. Under the overall direction of the Special Envoy, the incumbent will report to the Head of Office and, on a day to day basis, liaise with colleagues in the Resident Coordinator’s Office in Yangon and in the Asia and the Pacific Division in the Department of Political and Peacebuilding Affairs in New York.

Responsibilities •Gathers, selects and analyses information pertaining to political, security, human rights and socio-economic developments as well as Women Peace and Security (WPS) issues concerning Myanmar and the region. •Keeps abreast of latest trends and developments in the area of assignment and provides inputs and advice on issues to senior officials and colleagues in the mission, the Resident Coordinator’s Office (RCO) and in the Secretariat. •Maintains up-to-date knowledge of events relating to political issues, in general, and in particular as they affect the good offices mandate of the Secretary-General’s Special Envoy. •Maintains contact with other sectors of the UN, other international organizations, Civil Society Organizations, local academia/think tanks, regional partners, governments, and supports the consultations with the informal Women Advisory Group (WAG) in close collaboration with UN entities and relevant partners on the ground, including women leaders and women CSOs. •Monitors actions taken by other UN entities, government and non-governmental organizations, and ensures timely reporting to Extra-Budgetary donors (including Trust Fund). •Selects, classifies and stores in computerised databases information relating to peace and security issues in Myanmar and the region, including preparing contextual information materials such as daily updates, political profiles and inputs for monthly reports and the annual Secretary-General’s Report to colleagues at the Secretariat. •Participates in fact-finding and other field missions within assigned area of responsibility. •Prepares meetings of the Special Envoy on Myanmar, including through the drafting of talking points, speeches, background notes, correspondence and other materials. •Performs other related duties as required.

Work implies frequent interaction with the following: Staff in OSESG-Myanmar, DPPA, Resident’s Coordinator’s Office, UNCT entities, DPPA liaison officers in Bangkok and Jakarta; Myanmar political leaders, representatives of Member States/Embassies, non-governmental organizations, regional intergovernmental organizations, and academic institutions.

•Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

•Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or related fields. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required. Experience in a field setting is required. Experience in political analysis on Myanmar or the region is required. Experience in inter-agency coordination is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Special Notice This is a temporary position and will initially be available through 31 December 2021. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post.
