The overall objective of this assignment is to contribute to achieve the high coverage (over 95%) of polio vaccination among children under five years administering the monovalent oral polio vaccine type 2 (mOPV-2) through effective planning and implementation of polio Supplementary Immunisation Activity (SIA) campaigns. The specific objectives are to:

  • Improve overall programme planning, budgeting, coordination and management of polio (cVDPV-2) Outbreak Response (OBR);
  • Strengthen oversight and coordination of UNICEF country office polio response teams on vaccine and logistics management, C4D and Finance and administrative support;
  • Improve timely collection and reporting with preparation of weekly polio updates, donor reports, and other reporting related to polio OBR programme.
  • Plan and conduct a social mapping

Description of the assignment (Scope of work) / SPECIFIC TASKS

Present the parameters of the requested services in terms of its scope and limits; what should be done and how will it be done? The scope should be specific and realistic given the time frame and resources available for the implementation. It should provide:

  • Concise description of the tasks to be performed and related results to enable the candidates / vendors to provide detailed understanding of the assignment when submitting proposals
  • An indication of methodologies, if appropriate
  • The broad timeframe for the activities and actions
  • Address any specific issues, including expected boundaries of the assignment.

Under the guidance of Health Specialist /Lead - Disease Prevention and Control Cluster, and in close coordination with polio focal person at UNICEF country office, the consultant (polio team lead) will work closely with the MoH, Ethiopia Public Health Institute (EPHI), WHO, CDC, USAID, and other in-country polio partners to improve the planning, budgeting and management of UNICEF polio programme to implement high quality mOPV2 campaigns. Following are the specific tasks:

  • Support UNICEF country office leadership with strategic and operational oversight of polio outbreak response, ensuring that they address the needs of the population and are aligned with the polio outbreak response SOPs.
  • Lead and guide the UNICEF polio team on outbreak response strategies and technical oversight of the response activities.
  • Travel to regions to support UNICEF and regional health teams for planning, implementation and monitoring of polio outbreak response campaign.
  • Oversee the UNICEF support to the ministry on cold chain and vaccine supply chain management and risk communication and community engagement (RCCE) for polio
  • Lead, coordinate and support the representation of UNICEF at the daily Emergency Operations Centre (EOC) of EPHI/ MoH - and contribute to the overall planning, budgeting and management of the cVDPV2 outbreak responses;
  • Support planning and implementation of preventive polio SIA.
  • assist EPHI/ MoH in preparing the detailed SIA plan and budget for polio outbreak response;
  • Assist the ministry vaccine availability in the country and distribution and retrieval plan for the campaign
  • Assist Risk Communication and Community Engagement planning and implementation for Polio
  • Plan and conduct social mapping of the high-risk population in affected areas.
  • Conduct supportive supervision, monitoring and mentoring visit to the SIA campaigns including day to day monitoring and supervision of the campaign activities;
  • Coordinate and facilitate the organisation, planning and follow-up on the implementation of recommendations and action points;
  • Monitoring progress of the campaigns and update the UNICEF management on most recent official data (Adm, IM, LQAS);
  • Support EPHI/ MoH, Regional Health Bureaus and Zonal Health Offices in the analysis of coverage data and support them in planning and conducting mop-up activities as necessary, including regular coverage and data management and visualize them in key performance indicators;
  • Support the EPHI MoH, WHO, CDC and other partners in assessing further polio risk of the districts to determine the scales of the campaign;
  • Prepare and submit final report of the activity, analysis of the responses, including the lessons learnt and recommendations at the end of the mission.

PROJECT MAnagement

The specific section/unit which will be responsible for managing the contract/project. Availability of resources, focal points/contacts and how they will be accessible;

The consultant will work in close coordination with polio focal person at UNICEF country office under overall guidance and supervision of Health Specialist/Lead - Disease Prevention and Control Cluster. The consultant will work closely with C4D specialist in the team, Immunization Specialist, Supply Specialist and other concerned staff. The consultant will provide a weekly update on the progress and achievements at the Polio Task Team (PTT) led by the Health Specialist and Lead - Disease Prevention and Control Cluster.The technical oversight will also be sought from UNICEF ESA Regional Polio Coordinator.

The expected consultant is required to have the following academic and technical background, experience and competencies:

  • Masters degree or equivalent in one of the disciplines relevant to the following areas: Medicine, Health Sciences, Public Health, Nursing; with a post-graduation in Public Health, Epidemiology etc.
  • A minimum of 8 years of professional experience in immunisation programme management, vaccine campaigns, supplementary immunization activities planning and management at the national or international level preferably in a developing country is required.
  • Relevant experience in immunisation programme, polio supplementary immunization activities (SIA), project development and management in any UN system agency or organization is an asset.
  • Ability to work in most extreme hardships.
  • Ability to travel extensively to provide support in the field
  • Ability to work independently and to meet deadlines.
  • Ability to write clear and concise reports in English.
  • Demonstrated ability to effectively work and communicate in a multicultural environment.
  • Computer literacy with high ability to use excel spread sheets.
  • Completed training on Basic and Advanced Security in the Field.
  • Fluency in English is a requirement.

EVALUATION PROCESS AND METHODS

  • Describe overall flow of the evaluation process - sequence of key stages
  • Describe the overall evaluation approach. The weight allocated between technical and price proposal. The ratio between the technical and the commercial criteria established in the RFPS depends on the relative importance of one component to the other. e.g., 60/40 (technical/commercial) or 70/30 (technical/commercial). Sum of technical and commercial must always equal 100 points.
