Support Djibouti EPI Programme with polio eradication.

You have:

  • University degree in Epidemiology or Public Health or equivalent related field.
  • From 5 to 10 years of experience in polio eradication and immunization, including field experience in polio surveillance, supplementary immunization, and outbreak response.
  • Fluency in French and English is essential.
  • Ability to work effectively with colleagues at national and international level and to coordinate activities in emergency and outbreak circumstances.
  • Ability to travel and work in difficult field conditions.

Purpose of the consultancy

Support Djibouti EPI Programme and provide provinical technical assistance in the areas of polivirus surveillance, nOPV2 preparedness, and campaigns at the national and subnational levels.

Planned timelines (2 months, extension is subject to confirmation and availability of funds)

Start date: 1 November 2021

End date: 31 December 2021

Work to be performed

Provide technical input in the initiation of Environmental surveillance for polioviruses and establishment of Direct Detection Unit at the Central Public Health Laboratory.

•Evaluate the AFP results from KEMRI and notify EMRO if delayed.

•Complete the reporting and the use of surveillance performance indicators at country, province, and district level.

•Develop evaluation methods and materials and conduct trainings.

•Cooperate with national authorities to implement and evaluate training activities at national and local levels in support of polio eradication and Vitamin A supplementation including the adaptation of appropriate supporting training materials to local requirements as per Global OBR SOPs.

•Assist with development of plan of action for polio campaigns and mopping up operations, measure implementation and assist with the preparation of progress reports during the assignment.

•Prepare an estimation of resource requirements both human as well as financial, including preparation of funding proposals and identification of potential field staff.

•Coordinate with Health authorities, UNICEF, donors, and other counterparts to make presentation at various forums like Horn of Africa, EMRO calls, and OPRTT (as required).

•At the end of the assignment, submit a technical report and a briefing note to the Team Leader in the country office.

Technical Supervision

The selected Consultant will work under the supervision of the WCO – Djibouti Polio Focal Point and the International Polio Consultant.

Required Qualifications

Education

University degree in Epidemiology or Public Health or equivalent related field.

Experience

From 5 to 10 years of experience in polio eradication and immunization, including field experience in polio surveillance, supplementary immunization, and outbreak response.

Skills / knowledge

•Technical expertise in public health, field operations, polio outbreak response and outbreak programme management.

•Ability to work effectively with colleagues at national and international level and to coordinate activities in emergency and outbreak circumstances.

•Demonstrated in-depth knowledge of principles, practices, methodology and techniques of immunization programmes, communicable disease surveillance.

•Ability to travel and work in difficult field conditions.

•Excellent knowledge in analyzing vaccine preventable and other communicable diseases and EPI-related data, synthesizing information and presenting clear and concise conclusions and decision making.

•Strong writing skills.

Language

Essential: Fluency in French and English.

Location

Djibouti City, Djibouti.

Travel (If travel is involved, a medical certificate of fitness for work will be required.)

The Consultant is expected to travel and work in all regions and health districts of Djibouti according to WHO travel guidelines and regulations.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
