Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Working with relevant counterparts including Member States, UN organizations, UN Women Country Offices and Multi Country Offices, and civil society organizations in the region, the Regional Office for East and Southern Africa seeks to translate UN Women's strategic plans, namely in the area of Governance, Peace, Security, Ending Violence Against Women, Recovery and Humanitarian Action, and the peace and security component of the newly developed Africa Strategy, into effective context-specific programmes and results. The East and Southern Africa Regional Office also supports the implementation of the Strategy for the Great Lakes on Gender and Prevention of Gender Based Violence and implementation of Security Council Resolution (SCR) 1325 in the region.

Under the supervision of the Deputy Regional Director, the Policy Specialist Ending Violence Against Women (EVAW), is responsible for overseeing the management, development, implementation, monitoring and reporting of programmes under EVAW as well for managing the human and financial resources of the team. She/he works in close collaboration with the programme and operations team, UN Women Country Offices and Multi Country Offices, the Peace and Security and Humanitarian sections in HQ, UN Entities, Government officials, multi and bi-lateral donors, regional and sub-regional bodies, and civil society to ensure successful UN Women programme implementation under portfolio. The Policy Specialist will lead and coordinate the development of EVAW programmes, provide strategic technical advice, oversee the monitoring of progress against mutually agreed results frameworks and performance indicators, provide capacity building to Multi/Country Offices, review and develop partnerships and resource mobilization strategies, and develop relevant knowledge products on Ending Violence Against Women in the region.

Duties and Responsibilities

1. Oversee the programmatic development on Ending Violence Against Women (EVAW) in the East and Southern Africa Region, including issues of conflict-related sexual violence and justice:

  • Advise and guide the development and implementation of Regional Office Ending Violence Against Women (EVAW) programme and project initiatives;
  • Provide substantive inputs into countries’ strategy documents, programme/ project proposals, briefs, policy dialogue and other documents on Ending Violence Against Women in the region.

2. Provide capacity building support to Country Office/Multi Country Offices teams and partners on the Ending Violence Against Women programme

  • Provide substantive technical and policy support to country office and multi-country office programme teams in developing and strengthening projects/ programmes to support the implementation of global norms and standards;
  • Develop, implement and monitor capacity building initiatives;
  • Provide technical support to partners on implementation of EVAW;
  • Provide technical policy advice to programme/ project managers/ specialists in the CO and MCOs.
  • Contribute to the assessment Regional Office’s annual work plans and provide recommendations to assure compliance with programme goals and results-based indicators;

3. Establish and Strengthen strategic partnerships with stakeholders/regional/international actors and development partners of the Ending Violence Against programme:

  • Build and maintain alliances and strategic partnerships for the advancement of EVAW, including relevant donors
  • Develop, coordinate and provide training on results-based management on EVAW programme;
  • Review, write and manage preparation of UN Women reports and donor reports.

4. Manage the resource mobilization strategy for EVAW in the region

  • Participate in the implementation, monitoring and periodic updating of the resource mobilization strategy on EVAW in the region;
  • Provide technical support to field-based presences in the region in mobilizing resources for the implementation of EVAW;
  • Research and analyze information on donors; prepare substantive briefs on possible areas of cooperation.

5. Review budget management for Regional Office EVAW programmes and manage people

  • Lead a team, perform personnel performance reviews, support capacity development of personnel Monitor Regional Office EVAW programme financial situation to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results;
  • Ensure effective information flow, communication and coordination between offices, programmes and projects.

6. Oversee the design of EVAW initiatives in the region and the development of relevant knowledge products:

  • Provide policy recommendations and guidance to strategic planning and positioning on EVAW;
  • Work closely with and provide advice to regional/national bodies and interagency groups that influence national policies related to EVAW and where necessary represent UN Women;
  • Research, develop and present analytical reports, research papers, briefing notes, background papers, summaries, correspondence, and knowledge products on EVAW;
  • Maintain a repository on UN Women’s work in the region
  • Identify promising practices, technical expertise, and strategic opportunities in EVAW;
  • Serve as lead expert to partners on Ending Violence Against Women.

    7. Lead inter-agency coordination to achieve a coherent and aligned presence for Ending Violence Against Women in the East and Southern Africa region:

  • Provide substantive technical support to the Regional Director and/or Deputy Regional Director on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees;

  • Coordinate and collaborate with other UN agencies at regional level, inter-governmental institutions, donors and regional NGOs as appropriate to advance UN Women’s EVAW programming

    8. Oversee knowledge building and sharing for EVAW

  • Identify and disseminate lessons learnt and good practices in collaboration with country offices;

  • Ensure technical skills and knowledge are shared within and among MCO/COs.

Required Skills and Experience

Education and Certification

  • Master’s degree (or equivalent) in social sciences, human rights, gender/women's studies, international development, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

  • At least 7 years of progressively responsible experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
  • Technical experience in Ending Violence Against Women;
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working in the UN System is an asset;
  • Experience in leading/managing a team.

Languages

  • Fluency in English is required
  • Knowledge of another UN official working language is an asset.
