Child safeguarding in UNICEF has an organizational focus and is distinct from UNICEF’s programmatic Child Protection work.

Implementation of UNICEF’s global child safeguarding requirements is coordinated by the Child Safeguarding Unit in the Office of the Executive Director (New York HQ). UNICEF’s Private Fundraising & Partnerships Division (PFP), based in Geneva, Switzerland, has specific organizational child safeguarding accountabilities under relevant UNICEF regulations. These accountabilities include continuously strengthening child safeguarding in the Division, as well as in working with National Committees for UNICEF, and corporate partners. National Committees are independent nongovernmental organizations who act in their countries to advance child rights and wellbeing domestically, regionally and globally through fundraising, advocacy and other activities in support of UNICEF’s mission.

Investing in and strengthening our organizational child safeguarding involves: contributing to, developing, supporting implementation and embedding of standards and procedures (including for planning and risk management), developing and providing technical guidance, support and training for PFP staff, National Committees, partners and others; providing technical child safeguarding inputs on standards, guidance or training developed by other parts of the organization and as needed; and to further embedding child safeguarding in all aspects of PFP’s work in coordination with the Child Safeguarding Unit and other parts of UNICEF.

Purpose of the Job:

The Policy Specialist (Child Safeguarding) will support and implement PFP’s child safeguarding work in PFP and with the National Committees, working with a wide variety of stakeholders globally.

How can you make a difference?

Main Tasks:

  1. Represent PFP’s positions as it relates to all child safeguarding matters across the organization, within UNICEF and with National Committees, and otherwise as agreed.
  2. Provide authoritative expert child safeguarding advice, guidance and technical support, as well as develop and facilitate training to National Committees. Complete related reporting informed by UNICEF’s context and the legal contexts within each country.
  3. Provide authoritative expert child safeguarding advice, guidance and technical support, as well as develop and facilitate training to the PFP Division and to other parts of the organization as agreed to strengthen and support implementation of UNICEF’s Child Safeguarding framework. Complete related reporting informed by UNICEF’s context.
  4. In line with the global organizational child safeguarding developments, conduct child safeguarding research and propose new or updates to policies, procedures, standards, guidance and information materials, informed by UNICEF’s regulatory context.
  5. Identify and report on a regular and timely basis of emerging risk areas and advise on opportunity/threat mitigation measures to be adopted.

Deliverables:

  1. Child safeguarding advice, guidance, technical support and training provided to National Committees, and related reporting completed.
  2. Child safeguarding advice, guidance, technical support and training provided within the PFP Division and to other parts of the organization as agreed to support implementation of UNICEF’s Child Safeguarding framework, and related reporting completed.
  3. Child safeguarding research conducted, and updates to policies, procedures, standards, guidance and information materials proposed.
  4. Regular and timely advice and reports on emerging risk areas and opportunity/threat mitigation provided on a timely and regular basis.

  • 364 Days

  • The Chief of Governance, in PFP, UNICEF Geneva.

WORK PLACE:

  • Geneva, Switzerland (There is certain level of flexibility in terms of workplace and the workplace needs to be agreed before the start of the temporary appointment)

To qualify as an advocate for every child you will have…

Education:

  • An advanced university degree in social work, law, human/child rights or a related field is required.
  • A first level university degree in a relevant field combined with 10 years of professional experience (demonstrable experience with a clear commitment to continued professional development in the field of child safeguarding highly desirable) may be accepted in lieu of the advanced university degree.
  • Adherence to the highest standard of integrity and a demonstrable commitment to child safeguarding.

Experience:

  • A minimum of 8 years of authoritative expertise in child safeguarding and progressively responsible professional work experience in organizational child safeguarding, including knowledge and understanding of safeguarding standards and rights-based approaches to working with children is required, preferably in an international inter-governmental or civil society context.
  • Experience designing and working with all aspects of child safeguarding frameworks, including mechanisms for planning, risk management, queries, complaints and reporting – in international and different national contexts is essential.
  • Demonstrated experience of developing policy documents, guidance and capacity building materials is essential.
  • Demonstrated experience of developing and delivering interactive, participatory training is essential.
  • Strong interpersonal and communication skills are essential, including communicating difficult and challenging concepts to a wide range of audiences and the ability to convince people and bring about change by fostering ownership and commitment to the issues.
  • Strong organizational / strategic / analytical skills are essential.
  • Ability to work independently and within a team, as well as in consultation with a wide range of stakeholders, and follow established policies and procedures, is essential.
  • An ability and willingness to travel on official missions is essential.
  • Experience in project management, communications and knowledge management is desirable.
  • Familiarity with UNICEF and National Committees is an asset.

Language Requirements:

  • Fluency in English is required. Excellent spoken and written English is essential, including excellent (policy) writing and editing skills.
  • Additional knowledge of official UN languages (Arabic, Chinese, French, Russian and Spanish) is desirable.
