OBJECTIVES OF THE PROGRAMME

Working under Outcome 4.3 of GPW 13 (Improved financial, human, administrative resources management towards transparency, efficient use of resources and effective delivery of results), the Department of Supply aims to ensure high-quality, consistent and responsive supply services through a collaborative approach to procurement hence supporting an efficient delivery of WHO programmes.The Department has a responsibility for developing supply policies and processes applicable worldwide for sourcing, contracting, purchasing , and shipping.

DESCRIPTION OF DUTIES

Under the direct supervision and guidance of the Director, SUP, the incumbent:

--> Leads the development and revision of procurement policies and practices and other regulatory tools to optimize the Organization's procurement and supply policy framework Leads the maintenance of the procurement handbook, associated guidance and templates, and develop appropriate tools and guiding materials for standardization and knowledge sharingIs the centre of expertise for procurement policy and procedural matters in all phases of procurement and supply chain, from strategy and planning, sourcing, contractual modalities, long term agreement formation, negotiation, contract management and logistics best practices.

--> Leads internal consultation and change management prior to the policy proposals and organize peer reviews to ensure relevance of the proposed policies and procedures.

--> Provides substantive input and guidance to ensure consistency between procurement policies and procedures, and with policies and procedures in other fields such as legal, finance and HR. Actively contributes to control activities aiming to ensure compliance with procurement rules and regulations and coordinate internal reviews in line with applicable policies and processes.

--> Leads in responding to, and ensuring timely coordination of input to, internal or external inquiries, including but not limited to Auditors.

--> Ensures the alignment of recommendations and advice from Auditor's reports in procurement and supply policies and guidelines and works toward its implementation in the supply function across the Organization.

--> Contributes to the effective communication of procurement policies, principles and good practice.

--> Reviews and coordinates the response to any procurement complaint received from suppliers.

--> Develops procurement and supply chain knowledge networks and training/knowledge related tools, including the maintenance and promotion of the global procurement training programme as well as development and delivery of new targeted training for specific supply topics or audiences.

--> Leads and coordinates the inclusion of sustainable procurement in supply policies and works through its practical implementation.

--> Leads and coordinates disability inclusion matters in procurement and supply policies and guidelines, serving as a focal point for the topic within and outside the Organization.

--> Develops other professionalization related material in consultation with the relevant HQ departments and Regional Offices.

--> Prepares presentations and/or background material and participates in various networks and other coordinating mechanisms. Performs other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced level university degree in procurement, supply chain, economics, law or business, or another related field Desirable: Chartered Institute of Purchasing and Supply (CIPS) qualifications or alternate equivalent. A qualification in a field related to public health (humanitarian matters, medicine, pharmacological, biological, or paramedical sciences, etc.)

Experience

Essential: A minimum of 7 years' experience in the area of development and application of policy and principles and related implementation concepts, in developing and implementing policies and procedures in the field of procurement, supply or supply chain. Experience working at the international level. Desirable: Experience in change management. Experience in business process improvement.

Skills

Strong skills and knowledge in the area of supply and procurement policy. Strong analytical and communication skills, with the ability to present information clearly and logically, including policy and procedural issues and their impact. Excellent English writing and editing skills. Strong interpersonal skills, ability to work across the Organization, to instill confidence, negotiate, and implement changeKnowledge in developing materials and programs in support of the policy and procedural frameworks and professionalization of business practices. Desirable:Knowledge of UN procurement andsupply chain matters

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1462 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
