• Bachelor’s Degree in Monitoring and Evaluation, Statistics, Econometrics, or related field, with five (5) years’ experience in monitoring, evaluating and reporting of projects.
• Or a Master’s degree in Monitoring and Evaluation, Statistics, Econometrics, or related field, with two (2) years’ experience in monitoring, evaluating and reporting of projects.
• Proficiency in one of the AU working languages is required, fluency in another AU language and or French in particular is an added advantage.
• Experience in the application of monitoring and evaluation within the disaster risk reduction or humanitarian sphere is desirable.
• Professional Certifications in subject matter is desirable.

Purpose of Job

The African Union Commission (AUC) has secured funding from the European Union to implement the Natural Disaster Risk Reduction Programme through the Intra-ACP 11th EDF. The programme intends to strengthen disaster risk governance for resilience in African regions and countries to create an enabling policy environment that will facilitate the implementation of DRR Programmes in RECs and Member States.

The AUC is responsible for the overall continental coordination of the programme's implementation. This includes strengthening Disaster Risk Governance for Resilience in African Regions and Countries through the facilitation of capacity building for RECs and Member States, reinforcing and operationalising the implementation of continental monitoring and reporting framework, prudent management of financial resources, and monitoring and evaluation.

Main Functions

Under the direct supervision of the Technical Coordinator for Disaster Risk Reduction, the Policy officer for Monitoring and Reporting will: • Support the implementation of the African Union's Disaster Risk Reduction (DRR) Programme by designing and implementing monitoring, evaluation, and reporting systems to track progress, assess effectiveness, and inform decision-making. • Perform any other duties as may be assigned.

Specific Responsibilities

• Develop and implement monitoring and evaluation frameworks, tools, and plans. • Collect, analyse, and report on data from programme activities. • Conduct field monitoring visits to assess programme implementation. • Identify lessons learned and areas for improvement. • Prepare regular progress reports (quarterly, bi-annual, annual). • Develop and submit reports to stakeholders, including donors and AU member states. • Ensure timely and accurate reporting. • Design and maintain databases for programme data. • Ensure data quality, security, and backup. • Work with programme staff, Member states, and partners to enhance monitoring, evaluation and reporting capacities. • Provide technical assistance and training.

Academic Requirements and Relevant Experience

• Bachelor’s Degree in Monitoring and Evaluation, Statistics, Econometrics, or related field, with five (5) years’ experience in monitoring, evaluating and reporting of projects. • Or a Master’s degree in Monitoring and Evaluation, Statistics, Econometrics, or related field, with two (2) years’ experience in monitoring, evaluating and reporting of projects. • Supervisory experience not mandatory, but an added advantage. • Particular experience in the application of monitoring and evaluation within the disaster risk reduction or humanitarian sphere is desirable. • Professional Certifications in subject matter is desirable.

Required Skills

• Strong analytical and problem-solving skills. • Proficiency in MS Office, statistical software (e.g., Stata; SPSS, R), and data visualization tools is required. • Excellent communication and interpersonal skills. • Ability to work in a multicultural environment. • Proficiency in one of the AU working languages is required, fluency in another AU language and or French in particular is an added advantage.

TENURE OF APPOINTMENT:

The Appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables.

REMUNERATION:

The salary attached to the position is an annual lump-sum of US$ 85,212.07 (P2 Step 5) inclusive of all allowances for internationally recruited staff, and US$ 66,751.81 inclusive of all allowances for locally recruited staff of the African Union Commission.
