Result of Service Functional Responsibilities¿

Under the overall supervision of the UNOCT Gender Advisor, the incumbent will support the Gender Unit in implementing the Gender Mainstreaming Policy and Action Plan and putting in place the comprehensive Global Gender Programme, as well as providing technical assistance and quality assurance in mainstreaming gender across the office’s initiatives.

Specific tasks for the incumbent include:¿

Support to the implementation of the Gender Mainstreaming Policy and Action Plan:

- Draft a workplan for the implementation of the Gender Mainstreaming Policy’s Action Plan, with detailed activities and schedules; - Liaise with the Gender Unit and relevant UNOCT teams in coordinating roles, responsibilities and tasks for the implementation of relevant activities; - Support management of the implementation schedule in order to ensure it is timely, within scope and budget; - Draft TORs and support the recruitment of required external expertise; - Support the Gender Advisor in coordinating and assessing the deliverables from the internal and external experts involved in the implementation of activities; - Support the coordination, design and delivery of the capacity building activities laid out in the Action Plan; - Contribute to the development and/or revision of the tools, guidances, checklists and knowledge products laid out in the Action Plan; - Provide Gender Advisor with regular updates on the status of implementation of the Gender Mainstreaming Policy and Action Plan;

Support the development and implementation of the Global Gender Programme:

- Support the review of the Programme Initiation Documentation; - Support the coordination and consultation with internal and external partners and stakeholders on the development of the Programme; - Assist in the development of a resource mobilization plan for the Programme; - Develop and prepare communication and advocacy activities, including newsletters and press/public information duties, as well as advocacy and communication materials (e.g. factsheets, brochures, presentations, tweets) in close collaboration with the UNOCT Public Information Office/Communication Section;

Provide technical assistance and support on Gender and CT/PCVE

- Provide UNOCT’s programme teams with technical assistance in the design of initiatives, to ensure the integration of relevant issues related to the thematic areas and gender; - Support programmes and projects with technical assistance in the development of context-based gender analyses; Provide UNOCT’s programme teams with technical assistance in the implementation and assessment of initiatives, to ensure that these processes are gender responsive; - Develop and distribute annual gender marker assessment reports, including gaps analyses and targeted recommendations; - Support the planning and implementation of activities and processes for the organization and delivery of high-level events, expert meetings, technical missions, capacity building and other programmatic activities related to gender and CT/PCVE; - Prepare briefing notes, talking points, background papers and statements for a variety of internal and external meetings: - Attend meetings, take notes and prepare meeting summaries and note for the files, as required; - Drafting correspondence, reports, sections of reports and studies, inputs to publications and technical assistance tools on gender and CT/PCVE matters; - Provide inputs to reports, studies, and papers on gender and CT/PCVE; - Conduct research and analysis, and present information gathered from diverse sources to undertake context specific and thematic gender analysis as required for the implementation of existing and/or new programmes, projects and policies across UNOCT. - Assess and identify capacity building needs of concerned internal and external stakeholders and assist other staff members and consultants on training workshops and other relevant initiatives; - Support the development of the annual UN SWAP Report; - Any other related tasks as may be required or assigned by the supervisor.

Outputs and deliverables¿

Duties and Responsibilities Background

The United Nations Office of Counter-Terrorism (UNOCT) was established in 2017 to: provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; enhance coordination and coherence across the United Nations Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the GCTS; strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and ensure that due priority is given to counter-terrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Global Counter Terrorism Strategy (GCTS).

The integration of gender perspectives into the UN’s counter-terrorism and P/CVE work is guided by relevant Security Council Resolutions, including resolution 2178 (2014), 2331 (2016), 2354 (2017), 2395 (2017) and 2396 (2017), the fifth and sixth review of the Global Counter Terrorism Strategy1, as well as relevant other General Assembly resolutions. Additionally, the Women, Peace and Security (WPS) Agenda, composed of Security Council resolution 1325 (2000) and subsequent nine resolutions2, provide the framework for considering women’s human rights and needs within conflict and conflict- affected settings including those which relate to CT and C/PVE. Resolution 2242 (2015) specifically recognizes the differential impact on the rights of women and girls of terrorism and violent extremism, and expresses deep concern that sexual and gender-based violence is known to be a part of the strategic objectives and ideology of terrorist groups.

In his report on Women Peace and Security (2019), the UN Secretary-General underscores the need to ensure that measures taken to counter-terrorism and efforts to prevent and counter violent extremism are not used against civil society and human rights defenders, and that they don’t disproportionately affect women.

This TOR is targeted at the recruitment of a consultant to support the work of the UNOCT Gender Unit in implementing the Gender Mainstreaming Policy and Action Plan and putting in place the comprehensive Global Gender Programme, as well as providing technical assistance and quality assurance in mainstreaming gender across the office’s activities.

Qualifications/special skills Education: Advanced University Degree (Masters or equivalent) in gender studies,¿international human rights law, international security or in a related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of three years experience in policy development, project management, development of thematic policy briefings, analytical report writing and training development. Previous experience providing technical assistance on gender mainstreaming in initiatives related to CT/PCVE required. Relevant experience in conducting research and/or as a practitioner in gender, international security and CT/PCVE related issues required.

Professional competence and mastery of gender and counter-terrorism analysis.

Experience in the organization of events is an asset, as is experience working in the UN or other international development organization

Languages: The ability to write clearly in English is essential. Working level knowledge of other UN working languages is an asset.¿
