Result of Service CAP Services are satisfactorily provided to countries to enable their compliance with the Montreal Protocol: - Successful development and submission of KIP and other project proposals to the ExCom for consideration. - Framework for Regional database of national ODS regulations in the Asia and the Pacific region is developed with data from at least 10 countries. - Project proposal and Project Completion Reports (PCRs) are prepared in accordance with the relevant preparation guidelines and submitted to respective meetings of the ExCom.

The outputs must be submitted electronically (using applicable file formats) and must be reviewed and cleared by UNEP CAP.

Duties and Responsibilities The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Law Division works with international and non-governmental organizations, national and local governments, business and industry to develop and implement policies, strategies and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of Conventions and international Agreements. This position is in the OzonAction Branch, i.e. Compliance Assistance Programme (CAP) of the Law Division at the Bangkok Duty Station and reports to the CAP team in the Asia and the Pacific Office of UN Environment Programme.

UNEP CAP team Asia and the Pacific Office supports 38 countries in the Asia and Pacific region under CAP services. These services include network and thematic meetings, compliance monitoring, data reporting, policy support and technical assistance, monitoring & control of ODS trade, NOU capacity building, south-south cooperation, and awareness and information.

UNEP CAP team Asia and the Pacific Office is also implementing a number of projects approved under the Multilateral Fund through its Executive Committee (ExCom) including preparation and implementation of Hydrochlorofluorocarbon (HCFC) Phase-out Management Plans (HPMP) and the Institutional Strengthening Projects and preparation of national Kigali HFC Implementation Plans (KIP) in countries. The activities of the projects include the development and implementation of a set of policy measures such as licensing and quota systems to control consumption of ODS and achieve reduction in their use, enforcement of trade control through cooperation and capacity development of customs services, capacity building of servicing sector and awareness and outreach to stakeholders and public. These also include cross-sectoral approaches related to the phase-out of ODS and phase-down of HFC in building and construction, cold chains, information technology (IT) sector and leveraging other policy tools such as public procurement, fiscal incentives, and incentive-based replacement schemes, among others. These measures assist the Governments to enable a smooth and effective transition of refrigeration and air-conditioning (RAC) sector to alternatives refrigerants and technologies. In addition, other implementing agencies under the Montreal Protocol, such as UNDP, UNIDO and World Bank and bilateral agencies such as Australia, Japan and GIZ have involved in projects on direct technology transfer and industry conversions to environmentally friendlier technologies and practices.

The partners include mainly the governments of the countries represented by their designated National Ozone Units (NOUs) and National Ozone Officers (NOO), usually housed under the Ministries of Environment or other related ministries or agencies. NOUs usually coordinate the project activities at the national level including engagement with key stakeholders such as customs authorities, technical and vocational training institutes, standards agencies, other line ministries and private sector including end-users of cooling technologies, importers and traders of refrigerant and RAC products, manufacturers of RAC products and producers of refrigerant substances to deliver activities, which are categorized into different component including (i) policy and regulation, (ii) institutional arrangement, (iii) capacity building and (iv) communication and outreach.

DUTIES AND RESPONSIBILITIES: Under the overall guidance of the Senior Montreal Protocol Regional Coordinator and specific guidance of the Montreal Protocol Programme Management Officers in the Asia and the Pacific Office, as well as the ExCom Coordinator based in Paris, the consultant will perform the following duties:

(i) Assist the preparation of KIP in A/P region: The consultant, in consultation with the CAP team and various developing countries in the region, will provide technical and policy support for the KIP development process, especially on the following: - Update survey questionnaire for data collection as part of the key steps for KIP preparation; - Assist countries in adapting the survey questionnaires to local conditions/needs, help train the local survey team in conducting the survey, validate and cross check responses to the questionnaires, and answer technical and policy questions raised by countries during the survey process; - Formulate an approach to conducting data analysis of current and future HFC usage and provide technical support to countries and international consultants during the analysis of data to ensure it is in line with the agreed methodology; - Perform literature, data, and information research from various sources to help validate and cross check data; - Review survey reports, provide technical comments and advice to finalize the survey report, and recommend policy options for consideration by the country for incorporation into KIPs; - Review the draft KIP prepared by the country/international consultants in light of the ExCom decisions, as well as the survey results and the country context, provide recommendations for the country/CAP to consider when finalizing the KIP for submission to ExCom for consideration.

(ii) Conduct review and analysis of existing national ODS regulations for each country and develop a framework for regional database of national ODS regulations: The consultant, in consultation with the CAP team, National Environmental Law Unit, colleagues in charge of colleagues in charge of UNEP's Law and Environment Assistance Platform (UNEP-LEAP) and United Nations Information Portal on Multilateral Environmental Agreements (InforMEA) in Law Division, as well as various developing countries in the region, will undertake the following activities: - Collect and analyze national ODS Regulations that have been enacted by countries in this region in terms of key elements, enforceability, loopholes and applicability to HFC phasedown, as well as analyze the incorporation of gender considerations in the development and enforcement of ODS regulation, where applicable, etc; - Prepare preliminary recommendations for countries to consider for improving/refining existing HFC regulations or for when developing them; - Based on the above, develop a framework of database matrix of ODS national regulations and develop options for a reference library that would include comprehensive data sources and references; - Prepare preliminary factsheet(s) to share the findings on the main shortcomings, loopholes, as well as advice for countries to be distributed to NOUs;

(iii) Review final draft project proposals from UNEP regional teams: The consultant will support UNEP CAP Paris in reviewing the final draft project proposals to be submitted to the MLF Secretariat, which includes ensuring: - Proposals are in line with ExCom decisions and submission criteria of each project; - Compliance of the project proposal with the MLF submission guidelines; - All data presented are consistent; - The proposed activities properly address the issues identified and are practical in the context of the country situation.

(iv) Prepare Project Completion Report (PCR) for the completed projects: In line with the ExCom decision that PCRs must be submitted to Multilateral Fund Secretariat within 6 months after physical completion, the consultant, under supervision and guidance of the Activity Leader, will review all available reports such as progress reports, project proposals, etc. and prepare the PCR for the following projects: - Verification of the implementation of the HPMPs for Cook Islands, Kiribati, Marshall Islands, Micronesia, Nauru, Niue, Tuvalu, Vanuatu, Cambodia and Timor Leste; - Multi-year PCRs for HPMP stage I of Brunei, Lao PDR, Mongolia, Regional PIC where UNEP is the lead implementing agency; and - The consultant will also coordinate preparation of the multi-year PCR for HPMP for 2 countries where UNEP is the cooperating implementing agency.

(v) Provide assistance to countries for the preparation of progress reports under SSFA/PCA for selected Multilateral Fund projects: The consultant will provide policy and technical assistance to selected countries in preparing progress reports as required for the next payments and closure of the SSFA/PCA against the signed SSFA/PCA, especially ensuring consistency between activities and expenditures, as well as reflecting gender-related matters. The consultant will liaise with NOOs and relevant stakeholders to promote more participation and representation of women in Montreal Protocol activities, highlight role models, and encourage young women to join.

(vi) Others: The consultant will assist the review of the knowledge products being prepared by various consultants, conduct research on the linkage of the Montreal Protocol and cooling sector and SDGs etc., as needed. The consultant will also work on information paper(s) on any new emerging issues that are identified by countries to provide policy and technical advice for countries on how to move forward, as needed.

Qualifications/special skills Academic Qualifications: At least first degree in science, environment, engineering, business, public policy or other relevant areas. Other academic qualification in combination with qualifying 2 years working experience in related field may be accepted in lieu of the bachelor's degree. Experience: - At least 3 years professional experience in the field of Montreal Protocol implementation related work in Asia/Pacific region; - Working experience at the national and or regional/international level is an advantage; - Working experience on policy/regulation development/implementation at the national level is an advantage.

Skills: - Good organization skills with demonstrated ability to adhere to deadlines and prioritisation of tasks; - Relevant IT skills, including familiarity with Microsoft Office suite of products (Word, Excel, PowerPoint, etc.) are required.

Language: Fluency in written and spoken English is required.
