You have:
- National of Federal Democratic Republic of Nepal
- Master’s degree or equivalent in Development Studies, Public Policy, Arts in Economics, Economics, Veterinary/Animal Science, or related fields
- At least 3 years of proven working experience in relevant field mentioned above
- Proficient in English language (both spoken and written)
- Excellent in computer skills (MS Word, Excel and PowerPoint)
Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) is a specialized technical agency of the United Nations established in 1945 whose mission is to contribute to eradicating hunger and achieving food security for all. FAO contributes to the achievement of the 2030 Agenda through FAO’s Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient, and sustainable agri-food systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.
Currently in Nepal, FAO projects focus on technical capacity building, policy development, enhancing agri-production, strengthening food systems, improving food & nutrition security, enhancing resilience to Disasters and impacts of Climate Change as well as threats posed by zoonotic diseases to human health through the One Health approach. FAO also contributes to the coordination of humanitarian assistance/relief and transition to livelihoods recovery within the agriculture sector, under the framework of the food security cluster.
Key priorities under FAO’s Country Programming Framework (CPF) for Nepal (2018-22) includes enhancement of natural resource management and agricultural production system resilient to climate change and disasters, and capacity of Federal, Provincial and Local level for disaster preparedness and response
In this context, the Policy and Private Sector Engagement National Coordinator will be expected to work closely with and support the ECTAD country and regional team in delivery of policy and risk reduction initiative, private sector engagement under the under the Global Health Security Programme and other tasks outlined in the tasks and responsibilities.
Objectives
Provide needful Policy and Private Sector Engagement expertise to carry out tasks as envisioned in the Terms of Reference (TOR).
Reporting Lines
The Policy and Private Sector Engagement National Coordinator will work under the overall supervision of the Emergency Centre for Transboundary Animal Diseases (ECTAD) Regional Manager based in the FAO Regional Office for Asia and the pacific (FAO-RAP), the operational guidance of the Budget Holder of ECTAD Programme at RAP, the direct supervision of FAOR Nepal, in close consultation with the Regional Animal Health Economics and Policy Coordinator and other ECTAD team members at RAP and country office and with close coordination of programme team of FAO representation and the Government counterparts.
Tasks and responsibilities
The Policy and Private Sector Engagement National Coordinator will be responsible to carry out the following tasks: 1. Global Health Security Programme (GHSP) – Policy and Risk Reduction Initiative a. Coordinate and facilitate the communication between FAO (regional and country offices), service providers, central and local authorities, and the private sector; b. Monitor the progress made by implementing partners and provide backstopping support when needed; c. Organize and facilitate workshops and consultations with relevant stakeholders, according to the guidance provided by FAO RAP; d. Conduct missions to pilot areas where relevant activities are being implemented to support service providers and/or monitor the progress; e. Report the progress made to FAO RAP and FAOR in Nepal on a regular basis, including M&E indicators; f. Review and ultimately clear technical and progress reports produced by service providers and/or consultants, before submitting it to the lead technical officer; g. Identify potential service providers and engage local and national stakeholders to support the activities under the GHSP’s Policy and Risk Reduction Initiative; h. Overall support to activities related to policy under the GHSP in Nepal.
2. Support private sector engagement for ECTAD Nepal in close coordination with ECTAD RAP: oversee private sector collaboration in the country, liaise with private sector stakeholders in Nepal, map and share opportunities to foster private sector engagement, oversee short-terms consultants on private sector engagement and report on private sector engagement’s activities.
3. Support ECTAD country team in drafting the project’s six-monthly progress reports;
4. Support in maintaining database of ECTAD country programmes and gather information required for data call indicators by RAP and HQ
5. Support in the planning and implementation of ECTAD country activities as per the work plan, as required and requested by ECTAD country team 6. Perform other related duties as required

Minimum Requirements

• The expert shall have competency and practical relevant experience on policy and risk reduction initiatives and private sector engagement.
Selection Criteria
• Extent of relevant technical experience in the related areas • Proficient in report writing and technical programme document preparation • Ability to manage and work with a multidisciplinary and multicultural team. • Proficient in English language (both spoken and written) with good communication skills. • High degree of team ethic, well-organized, result focused and dynamic personality. • Previous experience of working with INGO/UN agencies is an asset.
