IOM Uruguay works closely with the Government of the Oriental Republic of Uruguay, international and national civil society organisations, other United Nations agencies, migration and diaspora networks, and the private sector to partner with and support migrants, listen to and fulfil their needs and support their wellbeing, dignity and integration. Furthermore, the Mission is committed to the strengthening and mobilisation of in-country partnerships to better meet the needs of migrants in an innovative, effective and inclusive manner. The UN Youth Volunteer will work closely with the IOM National Programmes Coordinator and in co-ordination with the Liaison Unit to establish and strengthen partnerships with key stakeholders, develop policies and strategies and identify opportunities for IOM Uruguay to consolidate its work in the protection of the rights of migrants and promoting the contribution of migration to sustainable development.

Under the direct supervision of the National Programmes Coordinator, the UN Youth Volunteer will undertake the following tasks: 1. Provide support in the context of the UN reform, UN Sustainable Development Cooperation Frameworks related mechanisms among others in coordination with the Chief of Mission and senior staff. 2. Identify migration policy issues for the country and advise the National Programmes Manager on national and regional trends, policies and legislative frameworks in the field of migration. 3. Contribute to development of the country strategies aligned with IOM Regional Strategy and IOM Strategic Vision and migration policy development in close collaboration with the relevant Offices and Headquarters. 4. Identify, promote and foster strategic partnerships with academic institutions, think-tanks and research institutions within the country, and conceptualize policy-oriented research. 5. Contribute to different policy dialogue and the exchange of best practices through expert meetings and preparation of policy briefs. 6. Contribute to efforts related to implementation and follow-up review of the UN Network on Migration, including responding to request related to policies and developing tools for capacity development. 7. Assist in production of policy briefs and other products, including cross-thematic topics as requested. 8. Contribute to the strengthening of partnership with multi stakeholders of migration and identify opportunities for joint initiatives. 10. Perform such other duties as may be assigned.

(up to three years) or demonstrated interested in the field of migration is an asset; • Experience in working with international organizations or governmental institutions in a multicultural setting is an advantage; • Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded; • Multi-tasking, prioritizing and working independently is required.

Per the World Bank, Uruguay stands out in Latin America for being an egalitarian society and for its high income per capita, low level of inequality and poverty and the almost complete absence of extreme poverty. The existence of a broad social protection network, a strong health system with universal coverage, as well as comparatively positive levels of labor formality and social welfare, put Uruguay in a relatively advantageous position to timely, effectively, and continuously respond to the COVID-19 pandemic at a lower cost than other countries. Effective containment during the initial stages of the pandemic allowed a fast and broad reopening of the economy, which contributed to the reduction of the negative effects of the health shock, despite the fact that the country suffered a strong wave of infections in the first half of 2021. More recently, the fast and effective vaccination campaign was also crucial to maintain the ongoing economic reactivation, particularly in the activities most affected by social distancing measures. Uruguay is generally considered safe. Threats to UN staff are considered low at this time and there are no restrictions regarding family accompaniment at duty station. There are no travel restrictions in effect at the moment. The most likely threats are from common crime which occurs in Montevideo, the capital city and other big cities such as Maldonado, Canelones and Colonia. These crimes include street robberies, express kidnapping, electronic fraud, house break-ins, office burglaries and petty thefts. Visitors are strongly advised to put into practice personal security awareness and exercise good judgment when moving around in public areas, especially in downtown Montevideo, and the tourist zones.
