Org. Setting and Reporting

The position is located in the United Nations Interim Force in Lebanon (UNIFIL) Naqoura. The Policy and Best Practices Officer heads the Policies and Best Practices Unit under the direct supervision of the Senior Coordination Officer.

Responsibilities

• The Policy and Best Practices Unit facilitates lessons learning and knowledge sharing within and between missions and supports the establishment and maintenance of a standard system of guidance development within the mission. Through their work, Policy and Best Practices Officers actively contribute to problem-solving and more efficient and effective mandate implementation and mission operations. • Supervise the work and staff of the Policy and Best Practice Unit and monitor the implementation of activities against timeline for deliverables and adopt contingency plans when faced with competing priorities. • Serve as the mission's point of contact for both the promotion of knowledge sharing activities; and, for the sharing of operational knowledge within the mission, as well as among other missions and UNHQ. • Prepare and share with mission leadership syntheses of lessons learned and recommendations documented in the mission's knowledge sharing reports, as required • Support the Head of Mission/Force Commander and other senior mission managers, upon request, in identifying gaps in existing official guidance, as identified through needs assessments, evaluations, lessons learned studies, etc. and developing guidance where needed based on identified gaps. • Provides inputs to draft guidance as needed, when consulted by UNHQ offices. • Promote the active use throughout the mission of the DPO-DOS knowledge sharing systems, tools, and guiding principles, such as the Policy and Practice Database, End of Assignment Reports, Surveys of Practice and After-Action Reviews. • Promote the integration of lessons learned, best practices and other operational knowledge into work processes, guidance and planning scenarios. • Produce, collect, store and disseminate best practice and lessons learned materials originating in the mission. • In consultation with the Senior Coordination Officer, and supported by the PBPS Knowledge Management and Guidance Team, assist the mission with designing and implementing a mission-specific guidance development process. • Support the Senior Coordination Officer with the development, review, approval, and dissemination of mission specific guidance. • Support alignment of DPO-DOS policy development priorities with mission guidance development priorities. • In consultation with the Senior Coordination Officer, and assisted by the PBPS Knowledge Management Guidance Team, support coordination of and/or implement policy reviews and studies as required. • Organize follow-up action as required on studies undertaken, seminars or workshops on mission specific best practices and lessons learned activities. •Initiate and coordinate outreach activities, conduct training workshops, seminars, etc.; make presentations on policy, best practices, and lessons learning issues. •Coordinate policy development on cross-cutting issues, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies • Provide other learning, research, policy and guidance services to the mission as required. • Perform other duties as required.

Education

Advanced university degree (master’s degree or equivalent) in International relations, Peacekeeping, International Organizations, Business Administration and Management, public administration, human resources, social studies or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of 7 years of progressively responsible experience in international affairs, preferably in the area of knowledge management, organizational learning, policy development, and/or evaluation is required. Field experience in a conflict or post-conflict environment, preferably with peace operations,(similar international organization or non-governmental organization, in a conflict or post-conflict environment) is desirable. Experience in strategic planning, programme management and/or evaluation is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in English (oral and written) is required.
