The United Nations Development Programme works in nearly 170 countries and territories, helping to achieve the eradication of poverty, and the reduction of inequalities and exclusion. UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Agenda 2030 for Sustainable Development and the Sustainable Development Goals (SDGs).

The UN Secretary General has highlighted the need for a fundamental reform of the way the UN system approaches financing, investment and the work with the private sector, to help unlock the resources required to meet the SDGs. UNDP is increasingly being called upon to be a key player in the arena of SDG Finance, particularly in the COVID-19 context of building forward better.

China is formulating its 14th Five-Year Plan (2021-2025), which reflects its vision for inclusive development, shifting towards a green economy, further reducing poverty and increasing people’s well-being, using reforms and innovation to overcome development challenges.

China UNDP is increasingly becoming an important partner on SDG financing including on innovative financial solutions. In this context, UNDP China has established the SDG Financing Platform to operationalize the agenda on financing the SDGs. The purpose of the Platform is to convene key stakeholders in the financing ecosystem, whose contributions are essential to align financing with the SDGs and to co-create innovative tools and mechanisms that can catalyze change.

The SDG financing portfolio is focused on improving the effectiveness of capital flow to SDGs by engaging stakeholders, collaborating with policy makers, and advancing management for SDG impact. By far, UNDP SDG Impact Practice Standards, SDG Investment market intelligence, and SDG Finance Taxonomy have been tested through the portfolio.

Under the supervision of Policy Specialist on SDG Finance, the Policy Analyst will provide analytic support on the operationalization of the SDG Financing Portfolio at UNDP China office. He/she will facilitate SDG finance policy discussion and technical exchanges at different levels; communicate with Chinese and international experts; organize events and prepare documents.

Duties and Responsibilities

The Policy Analyst is mainly responsible for conducting and managing policy research products; supporting capacity building and training activities; facilitating technical and knowledge exchange events, dialogues; and contributing to the strengthening of UNDP’s partnerships in the areas related to sustainable finance.

The Policy Analyst will be responsible for supporting the following activities:

Manage high-quality knowledge products and policy project with a focus on SDG finance

  • Drafts inputs for technical papers, analytical studies, policy reports and publications on specific topics and current and emerging issues relating to SDG finance issues, and contributes to consolidate inputs into cohesive, analytically solid and user-friendly documents.
  • Formulates, identifies and analyses project proposals for ad hoc activities and technical assistance projects on SDG finance issues.
  • Be responsible for quality assurance of knowledge products produced by the CO related to SDG financing complying with the UNDP policy and knowledge products SOP.

Provide technical support to workshops/events/seminars/forums and capacity building activities to facilitate the exchange of solutions and best practices to tackle challenges and boost sustainable development

  • Support the design and operation of workshops/events/seminars/forums and expected outcomes
  • Provide support to capacity building programs by designing themes and specific topics and structuring courses tailored to the background of participants, with a focus on enhancing key stakeholders’ understanding of sustainable development in the COVID-19 era and beyond;
  • Facilitate expert group meetings, panels, round tables, training seminars, workshops, etc.
  • Prepares talking points, Op-ed, statements, speeches and other inputs for presentations by senior staff on SDG Finance issues.
  • Prepares briefs and background materials on issues relating to SDG finance.

Contribute to the building and strengthening of the partnerships related to sustainable development

  • Identify, and support strengthening the network with government agencies, key policymakers and practitioners, influential academic institutes and think tanks related to global and regional development studies, to develop in-depth and evidence-based research;
  • Identify, and support strengthening the network with policymakers, influential thinkers and international experts to enrich discussions at high-level forums and workshops;
  • Identify, and support strengthening the network with key stakeholders, development institutions and academic experts for sound contribution to capacity-building activities.

Competencies

Required Skills and Experience

  • 5 years’ progressive work experience related to green finance, climate finance or social impact finance.
  • Advanced university degree (Master’s degree or equivalent) in finance, climate change, low carbon development, social inclusion, or other relevant interdisciplinary studies.
  • Solid knowledge on sustainable finance, impact investment, and sustainable development (knowledge in one or some of the following domains—energy transition, socioeconomic development, sustainable urbanization, climate change, public-private partnership);
  • Hands on experience in technical exchange facilitation, research and analysis, and program management of international cooperation.
  • Excellent communication skills, including writing knowledge management with high quality, delivering messages publicly, reaching out to partners clearly and effectively;
  • Sufficient analytical skills and ability to conduct research and analysis independently;
  • Willing to learn and take instructions from supervisor; exhibit a high standard of integrity and professionalism;
  • Resilient, flexible, quick response, fast learner, good at multi-tasking;
  • Respect deadlines, results oriented, can work under high pressure and fast pace;
  • Proficient in Microsoft Excel, Word, PowerPoint;
  • Advanced command of English.

Working Arrangement:

  • The position will be office-based consultancy
  • UNDP will provide working space and office facilities for the consultant.

Evaluation Criteria

  • The award of the contract will be made to the Individual Consultant who has obtained the highest Combined Score and has accepted UNDP’s General Terms and Conditions. Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:
  • Technical evaluation - 70%; (includes 20% of Job-Related Technical Expertise; 25% of Relevant working experience; 25% of Methodology & Approach to Assignment)
  • Financial Evaluation - 30%.
