You have:
- Proven knowledge and professional experience in supporting policy-making, including drafting legal acts, mapping and assessing EU acquis implementation, preferably in the environmental or development sectors and in Ukraine.
- Demonstrated experience in planning and delivering trainings, workshops, or participatory activities for diverse audiences, including at the international level.
- Familiarity with the functioning and implementation of international technical assistance projects is highly desirable.
- Proficiency in MS Office tools (Word, Excel, PowerPoint); knowledge of additional tools such as Trello, is an advantage.
- Strong interpersonal and organizational skills, attention to detail, and ability to manage multiple priorities under tight deadlines.
- Prior proven experience in delivering services to UN entities is desirable.
Contract
This is a UNV National Expert contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Expert contracts.
In 2024, the development partners and the Government of Ukraine agreed to relaunch the sector coordination efforts adapted to the new context and needs, following the full-scale invasion in 2022. The Sectoral Working Groups (SWG) are the technical tier of the Development Partners – Government of Ukraine aid coordination architecture.
The main purpose of the sectoral working groups is improvement of coordination and interaction between all parties regarding attracting and using of all types of results-oriented aid flows (grants, technical cooperation, in-kind support, loans, guarantees) and aid information management, aligned to priorities identified in strategic documents of the Government of Ukraine, sectoral priorities and ministerial action plans.
As part of its commitment to strengthening national capacities and inclusive coordination, the UNDP Energy and Environment Portfolio and Policy and Programme Coherence Unit are seeking a National UN Volunteer Senior Expert to support the operations of the Sectoral Working Groups Secretariat. The Policy Advisor, Data Management & Analysis Specialist will support the Secretariats’ mission of efficiency, accountability, and complex policy implementation through robust analytics, data management, solutions development, and policy analysis and development.
The Sectoral Working Group on Environment, Climate and Green Transition (SWG ECGT), co-chaired by the Ministry of Environmental Protection and Natural Resources of Ukraine, the Embassy of Sweden, and UNDP Ukraine, plays a key role in aligning donor support and national efforts with Ukraine’s environmental reform priorities, EU integration agenda, and post-war green recovery. The Policy Advisor, Data Management & Analysis Senior Expert will support the analytical work within the SWG ECGT.
Under the direct supervision of the Energy and Environment Portfolio Team Lead and Policy and Programme Coherence Unit’s senior management, the National UN Volunteer Senior Expert will serve as a Policy Advisor, Data Management & Analysis Senior Expert, playing a central role in ensuring effective collaboration with a diverse range of stakeholders, including government institutions, civil society organizations, and international partners. This function is essential to supporting transparent, inclusive, and informed decision-making within the Sectoral Working Groups Secretariat, and the Sectoral Working Group on Environment, Climate and Green Transition.
Key responsibilities include: - Providing evidence-based policy advice to the Sectoral Working Groups Secretariat, and the Sectoral Working Group on Environment, Climate and Green Transition, on environment, climate change, and green recovery priorities, including the alignment with the EU Green Deal and Chapter 27 of the EU acquis. - Supporting the Ministry and UNDP in developing and implementing an advocacy strategy to promote the adoption of the Draft Law “On the Foundations of Green Recovery,” including addressing comments to the Draft Law, preparing policy briefings and explanatory notes, advocacy materials, supporting stakeholder engagement, and coordination with Parliament, government agencies, and development partners. - Facilitate and support the planning, organization, and follow-up of thematic group meetings within the SWG ECGT, ensuring high-quality inputs, and technical-level discussions on key reform areas (e.g., waste, water, biodiversity, climate policy). - Support the Ministry and SWG Secretariat in identifying synergies across donor-funded initiatives, minimizing duplication, and enhancing coherence of external support. Assist in preparing progress reports and donor updates as required. - Contribute to tracking the progress of environmental reforms, including those related to green recovery, and assist in developing indicators for monitoring and evaluation of SWG activities. - Assisting in data collection and analysis related to international technical assistance (ITA) projects, and contributing to the maintenance and regular updates of a data management systems within the SWGs’ structure. - Preparing analytical and communication materials, including presentations, briefs, talking points, and summaries for in-person and virtual meetings, and public events of the Sectoral Working Groups Secretariat, and the Sectoral Working Group on Environment, Climate and Green Transition in English and Ukrainian - Contributing to other tasks as needed, ensuring alignment with the project’s overall objectives and priorities.

As it is a national UN Volunteer's assignment, the UN volunteer shall organize his/her accommodation by themselves.
Entitlements of National UN Volunteer
The contract lasts for the period indicated in the vacancy with the possibility of extensions subject to availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. This is a full-time contract.
Allowances: • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 2809 (equivalent in UAH) is provided monthly to cover housing, utilities, and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”. • USD 400 entry lump sum, one-time payment.
Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV-provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum.
Leave entitlements: • Annual leave: UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period. • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
