Are you interested to contribute to the efforts of the Moldovan Ministry of Labour and social Protection to respond to the needs of refugees and adapt the country’s legislation concerning social policy and employment

NORCAP in cooperation with the Ministry of Labour of and Social Protection of Moldova is hiring a Policy Adviser: Social Policy and Employment to contribute to the efforts of the ministry to respond to the needs of refugees and adapt the country’s legislation concerning social policy and employment. This position is based in Moldova for a duration of 6 months with possible extension.

NORCAP is supporting Ministry of Labour and Social Protection in Moldova through this position to respond to the needs of refugees and adapt the country’s legislation concerning social policy and employment to the EU directives. The Deployment will last for 6 months depending upon the need.

This is an English-speaking role and to be eligible to apply, you must be fluent in English (written and verbal). Knowledge of other official languages of Moldova (Romanian – Russian) or another EU country language is an asset.

Qualifications

Required Qualifications and Experience

  • An advanced university degree (master’s level or above) in social sciences, international relations, development, law, or other relevant fields.
  • At least 5 years of relevant professional experience with a Government/National Authority is preferred and/or with a UN agency working in the context of migration and asylum, inclusion and/or support to vulnerable groups is preferred, regardless of race, sex, sexual orientation, national origin, religion or disability
  • Knowledge of the context regarding migration in Eastern/Southeastern Europe, the EU acquis in social protection and employment issues, and regarding the interaction between Government/National Authority and the civil society actors.
  • Knowledge of project management, such as project planning, budget drafting, programme reporting etc.
  • Excellent Skills and experience in report and manual writing.

Responsibilities

Support

  • Contribute to the planning and coordination of the relevant departments in the areas of employment policy, social inclusion and social protection
  • Participating in meetings, drafting of documents and other duties, as assigned by the relevant line management at the Ministry.
  • Adapt the country’s framework on minimum standards to the provisions of Chapter 19 of the EU acquis concerning social policy and employment and assist the European Integration coordination department for the transposition of Chapter 19 of the EU acquis.
  • Initiate and communicate with development partners by facilitating the obtaining of external technical assistance for the expertise of the national regulatory framework in transposing the provisions of Chapter 19 of the EU acquis concerning social policy and employment.
  • Drafting reports and statistics.

Monitoring & Evaluation

  • Develop and promote the use of monitoring tools and mechanisms to ensure proper management and to measure progress against implementation plans.

    Reporting & Coordination

  • Work with the NORCAP Localisation Manager to set and achieve goals, report on the progress of implementation of the results framework of the project and the specific deliverables of the deployment in question.

  • Strong interfaces also with the Ukraine Response Manager. Take into consideration and mitigate possible risks related to the protection of human rights and women’s rights, climate and environment, as well as anti-corruption, in the implementation of the NORCAP project.
  • Stay abreast of any political/legal changes and report timely to NORCAP management.
  • Perform any other job-related duties as required.
