UNDP is a founding cosponsor of the Joint UN Programme on HIV/AIDS (UNAIDS), a partner of the Global Fund to Fight AIDS, TB and Malaria, and a co-sponsor of several other international health partnerships. First, UNDP helps countries to mainstream attention to HIV and health into action on gender, poverty and the broader effort to achieve and sustain the Sustainable Development Goals. Second, UNDP works with partners to address the interactions between governance, human rights and health responses. Third, as a trusted, long-term partner with extensive operational experience, UNDP supports countries in effective implementation of complex, multilateral and multisectoral health projects, while simultaneously investing in capacity development so that national and local partners can assume these responsibilities over time, completed in partnership with the Global Fund.

The Ministry of Health of Egypt and UNDP are forging an important partnership towards accelerating health services delivery. UNDP has been requested to be the interim Principal Recipient (PR) for the Global Fund funded national HIV/ TB grants since 2019. In order coordinate the oversight and management of the grant, Accordingly the Global Fund Programme Management Unit (PMU) was formed which consists of a Programme Manager , a Programme Management Analyst, and Programme Management Assistant under the overall supervision of the Social Inclusion and Local Development UNDP Portfolio. A new cycle of the HIV/TB national grant is currently being under implementation for the three years (2022-2025) and focuses on supporting the National HIV and TB Programs attached to MoHP to improve HIV and TB case findings, treatment, and care cascade. Additionally, to mitigate the impact of COVID-19 on HIV, TB, and health system in general, the Global Fund is supporting projects to address the impact of COVID-19 and strengthen MoHP national response. With the geographical and thematic expansion of the new grant it was sought necessary to hire a UN Youth volunteer to support the PMU team fulfil the needed requirements and tasks.

Under the direct supervision of the PMU Programme Manager, the National UN Youth Volunteer will:

A- Support the Program follow-up and monitoring activities: • Assist in organizing routine (monthly and quarterly) follow-up meetings with the different implementing partners. • Document and file all meetings and follow-up with the implementing partners. • Develop tracking documents to monitor the grant’s coverage indicators and planned activities by the Sub-Recipients (SRs).
• Present monthly progress report to inform the PMU about the status of the programme’s coverage indicators. • Inform the PMU about any deviation relates to the implementing partners’ workplans and the programme performance framework. • Assist the PMU to document the programmatic progress, challenges and risk mitigation strategies. • In consultation with the PMU, develop calendar for the PMU spot check activities within the 8 governorates where the program is being implemented. • Participate in the PMU spot-check verifications for the different implementing partners. • Attend some of the programme’s activities being implemented by different implementing partners and develop activity-related reports.

B- Support the program to order, monitor and track procured health commodities and equipment: • Support in placing the procurement orders and related routine follow-ups with the concerned procurement unit for shipping documents. • Coordinate with the MOHP focal points & administration unit to obtain the required documents for clearances of shipments and coordinate their delivery to the end user’s sites. • Develop tracking list for health commodities to monitor its destination, registration, and functionality. • Conduct spot-check verifications in the different governorates and health facilities where the procured health-related commodity is placed. • Report periodically to the PMU on the status of the health commodities procured by the programme. • Support in updating the “Price and Quality Reporting sheet-PQR”.

• Any other related tasks as may be required or assigned by the supervisor.

Results/Expected Outputs:

• Enabling the PMU to better monitor and document the programme progress and challenges, • Contributing to improving the programme delivery rate in 2022. • Supporting the PMU to consistently follow on the status and functionality of the procured health equipment and troubleshooting any issues.
