Duties and Responsibilities The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional levels. lts mandate is to coordinate the development of global consensus on environmental issues by keeping the environment under review and bringing emerging issues to the attention of governments and the international community for action.

The UNEP Cartagena Convention Secretariat is implementing project activities in the Wider Caribbean Region (WCR) focused on marine biodiversity, marine pollution and public awareness under a capacity-building programme related to Multilateral Environmental Agreements (MEAs) in African, Caribbean and Pacific (ACP) Countries Phase III (ACP MEA). This is a joint partnership between the European Union, the Organization of African, Caribbean and Pacific States, UNEP and the Food and Agriculture Organization of the United Nations. The programme aims to build capacity in 79 countries in Africa, Caribbean, and the Pacific to support them in fulfilling their obligations as parties to MEAs to tackle the environmental issues they face.

The objective of the ACP MEAs III Project is to enhance the mainstreaming and implementation of MEAs related to biodiversity, marine pollution, chemicals and waste, with a focus on the mainstreaming of biodiversity in agriculture, the management of chemicals and waste (including hazardous pesticides), the reinforcement of compliance and enforcement measures, and strengthening of the implementation of regional seas conventions in ACP countries.

This consultancy will be implemented through financial support from the ACP MEAs III Project and will support the Cartagena Convention Secretariat’s activities under Result 2.4: Improved communication, networking and outreach by the Secretariat for the Cartagena Convention and associated Regional Activity Centres (RACs) and Regional Nodes and Platforms.

The United Nations Environment Assembly (UNEA) is the world’s highest-level decision-making body on the environment, with a universal membership of all 193 UN Member States. UNEA also serves as the governing body of UNEP.

At the fifth session of the UNEA (UNEA-5.2) in Nairobi, an agreement was made to negotiate an internationally legal binding instrument to end plastic pollution by 2024 and to establish a science-policy panel on chemicals and waste and to prevent pollution. By this resolution the Assembly agreed to set up an INC to draft a legally binding agreement by 2024. Heads of State, Ministers of environment and other representatives from UN Member States endorsed this landmark agreement which is expected to address the full lifecycle of plastics, including production, design, and disposal, as well as the design of reusable and recyclable products and materials.

There is a lack of information relating to plastics pollution and management in the WCR and even with the increase in recent research, much of the information if not readily available and/or accessible to inform negotiators in the region.

The Consultant will develop a Technical Brief to support national officials involved in the intergovernmental negotiating committee (INC) process under the UNEA 5.2 landmark resolution to end plastic pollution and forge an internationally legally binding agreement. The assignment will be conducted under the overall guidance of the Coordinator and with technical support by the Secretariat’s open-ended working group on Monitoring and Assessment.

Qualifications/special skills Bachelor’s Degree in Environmental Sciences, Natural Resource Management or similar field is required.

Post Graduate Training in Environmental Management or related field is desirable.

Three years or more proven experience in environmental, chemicals, waste and or pollution management is required.

Experience with intergovernmental processes or negotiations for multilateral environmental agreements (MEAs) is desirable.

Languages English and French are the two working languages of the United Nations Secretariat. For the post advertised, fluency in English and is required.
