How can you make a difference?

1. Support to planning for third-party workforce modality

Contribute to yearly needs-based planning for UNICEF ACO’s third-party workforce modality, including the preparation and facilitation of planning sessions with Programme Sections and Zonal Offices.

Coordinate the regular review of the third-party workforce modality to ensure all recruitments and deployments of third-party workers are on track, and course-correct, if need be, in consultation with Programme Sections and Zonal Offices.

Provide technical, coordination and administrative support throughout all stages of the management of the third-party workforce modality.

2.Internal coordination of third-party workforce modality

Lead the internal coordination of the third-party workforce modality, ensuring smooth operationalisation through consultations with all units involved.

Serve as the UNICEF ACO focal point for all matters related to the third-party workforce modality.

Suggest solutions for the improvement of the modality when needed, and alert appropriate UNICEF ACO officials to ensure timely resolution of potential issues.

Keep rigorous records of third-party workforce modality documentation and capture and institutionalize lessons learned.

Undertake regular field visits to provide technical assistance to Zonal Offices, and coordinate discussions with third-party modality workers to ensure effective communication and feedback management.

Coordinate and facilitate all monthly internal processes related to the third-party workforce modality, including but not limited to payroll processes, reporting, and use of data collected by third-party workers.

3.Management of the relationship with institutional third-party service provider(s)

Serve as the UNICEF ACO focal point for the relationship with third-party service providers.

Collaborate with the Supply Section and all other internal stakeholders to manage the relationship with institutional partners providing third-party workers, including the management/enforcement of Long-Term Agreements and Standard Operating Procedures with service providers.

Ensure proper and rigorous internal oversight for the management of third-party service providers, including the coordination and facilitation of semi-annual and annual performance reviews.

Participate and perform quality assurance for all third-party service providers’ deliverables, including recruitment, payroll, induction, security briefings and trainings.

Coordinate and facilitate regular meetings between Programmes Sections, Zonal Offices and third-party service providers to ensure feedback and complaints are properly transmitted, and follow-up to make sure issues are resolved.

4.Innovation, knowledge management and capacity building

Contribute to identifying, capturing, synthesizing, and sharing lessons learned for knowledge development and capacity building of third-party workers.

Apply innovative approaches and promote good practice to support the operationalisation of the third-party workforce modality.

Research and report on best and cutting-edge practices for planning and managing a third-party workforce.

Participate as a resource person in capacity building initiatives to enhance the competencies of third-party workers.

5.Prevention of Sexual Exploitation and Abuse (PSEA)

Provide technical Support and monitoring for the implementation of UNICEF Afghanistan Country Office PSEA Strategy and Workplan which also includes components activities related to the 3 rd party contactors.

Jointly with the Programme Specialist (PSEA), support the developing PSEA mainstreaming plan for the thirst party contractors across all sections and ensure the performance of all related activities as planned.

Support the PSEA specialist in the preparation and implementation of the PSEA activities (planning and delivery of PSEA training to UNICEF staff, consultants, implementing partners, third-party contractors, including Extenders, all related personnel, and other stakeholders)

Support the PSEA Specialist in mapping and identifying capacities, gaps, and risks related to PSEA (policies, HR processes, training, internal and external reporting, support/assistance to SEA survivors, and investigations) and providing feedback on the needed risk mitigation measures and next steps.

Jointly with the PSEA specialist, support knowledge management efforts on PSEA, including - ensuring internal procedures are shared, updated/adapted, and in line with the global standards, UNICEF and IASC policies, and best practices in all the PSEA-related activities (risk assessment, prevention and response activities, complaint and feedback mechanism, action on SEA complaints/ensuring support for survivors, reporting and investigations)

Support in developing PSEA awareness-raising materials for specific groups, including brochures, posters, and banners.

Jointly with Social and Behaviors Change and the Accountability for Affected Populations working group, support ACO to expand/strengthen communities and extenders access to safe and accessible reporting channels.

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: international development, planning, social sciences, HR management, project management, or another relevant technical field.

    A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree

  • A minimum of five years of professional experience in programme planning and management, change management, human resource management.
  • Experience working in a developing country is considered as an asset.
  • Experience working in humanitarian settings is an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
