This is a HQ Divisional post, reporting to the Planning Manager of Strategic Planning & Corporate Analysis (SPCA) unit in the Division of Data, Analytics, Planning and Monitoring (DAPM) Programme Effectiveness Team (PET).

DAPM is responsible for shaping UNICEF’s planning, monitoring and reporting based on data and evidence and underpinned by human rights and results-based management approaches. PET drives agile and efficient analysis and decision-making at all levels of the organization for effective programming.

The UNICEF Strategic Plan (SP) is our collective way to renew the organization-wide ambition for realizing impactful and sustainable results for children, based on our organizational mandate and comparative advantages and through collaboration with multitudes of partners. The plan enables UNICEF to take stock of the progress on the situation of children and form global strategies to tackle evolving deprivations and vulnerabilities facing them across the globe, while embracing and leveraging emerging opportunities to accelerate results.

DAPM PET SPCA unit coordinates and supports the SP development, analysis and reporting. Under the direct supervision of the Planning Manager and overall guidance of the Chief of SPCA unit, the Planning Specialist will work in close collaboration with HQ Divisions/Offices and technical staff of other UN agencies, as well as within DAPM.

How can you make a difference?

We are looking for a motivated and talented team player who will make an invaluable contribution to the corporate reporting, development and review of SP. As the Planning Specialist, you will provide a technically sound and rigorous analysis on the progress and performance of SP in coordination with HQ Division planning focal points.

To successfully perform this role, you are expected to have a hands-on experience in handling multiple datasets, results-based management and/or programme planning and monitoring. You are detail-oriented while being able to keep your eyes on the big picture. You are a quick learner who can also intuitively connect the dots across UNICEF’s complex data landscape and multiple planning, monitoring and reporting systems and processes. You love working in a fast-paced environment and can perform under pressure.

1. Analysis and data

  • Create and update the global database pertaining to programmatic results and programmatic effectiveness of the UNICEF Strategic Plan.
  • As technical focal point, coordinate the development, review, and operationalization of SP indicators and other quantifiable results across the results chain in coordination with HQ Divisions, ensuring complex concepts are translated into simple and sound metrics.
  • Perform quality review and maintain the SP indicator methodology notes and other metadata for replicability, transparency and accountability.
  • Conduct quality assurance of SP indicator and other data calculations from various data sources.
  • Produce regular analytical outputs and compelling visualizations of SP results and data for internal and external stakeholders.

2. Strategic Plan and other corporate reporting

  • Support processes related to reporting on the SP, including the coordination and development of EDAR and other annexes to the Executive Board.
  • Support the development and design of the EDAR Data companion and scorecard annex.
  • Produce briefing and analytical materials and presentations for DAPM management pertaining to informal briefings, Executive Board sessions, and other engagement with the Executive Board and Member States.
  • Contribute to other bilateral and donor-specific monitoring and reporting frameworks.
  • At the technical level, support the interagency coordination and harmonization on the development and reporting on the respective SPs.

3. Support to system development pertaining to the Strategic Plan

  • Support the development and maintenance of systems and tools for collecting and consolidating information and inputs for SP monitoring and reporting, including and not limited to Strategic Monitoring Questions (SMQs) and Country Strategic Indicators (CSIs).
  • Liaise with HQ Division for quality assurance and review of the data collected through above tools/systems for corporate reporting.
  • Spearhead the creation of dashboards and visualizations to help track progress on SP, in close collaboration with planning focal points.

4. Additional tasks

  • Lead on the maintenance and update of the SharePoint site on SP.
  • Regularly contribute to technical working groups and forums within DAPM and with HQ Programme Cone Divisions to enhance the efficiency and effectiveness of UNICEF’s planning, monitoring and reporting ecosystem.
  • Support the preparation of ad-hoc briefing and/or presentation materials for DAPM management in matters related to the SP.
  • Actively participate in the unit’s mid-year and end-year reviews and work planning.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in international development, public administration, public policy, social sciences or a directly related technical field(s) is required. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of five (5) years of relevant professional experience is required at the national and international levels, including planning, results-based management, project management, monitoring and evaluation, data analysis, and/or organizational reporting.
  • Proven ability to deliver results in a compressed timeline and under pressure through collaboration with multiple stakeholders is a must.
  • Experience in indicator construction and reporting, quality review, and data analysis is a strong asset.
  • Proficiency in data visualization and skills in creating compelling presentation materials is highly desirable.
  • Strong writing skills and ability summarize complex concepts in an accurate and succinct manner verbally and in writing is an asset.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
