Since 2011, the Middle East and North Africa (MENA) region has undergone a dramatic transformation. What was once a middle-income region, where UNICEF was implementing mostly upstream work, has now become the region with the greatest concentration of humanitarian needs in the world with two Level 3 emergencies (Yemen and Syria) and many countries that are facing protracted conflicts as well as civil unrest and/or political transition. The role of MENARO is to support all countries in the region in a more deliberate, consistent and value-added way, explicitly allocating the vast majority of programme and cross-cutting staff time and resources to country office technical assistance and quality assurance.

How can you make a difference?

Under the direct supervision of the Regional Planning, Monitoring and Evaluation Specialist, the Planning Specialist is accountable for supporting Regional Office (internal) and Country Office (external) programme planning and monitoring processes; including providing technical assistance, oversight and quality assurance on all aspects of programme planning across Country Programme and Regional Office Management Plan cycles. Specific tasks are highlighted below:

  1. Provide policy guidance, technical support and quality assurance to Country Office in all elements of their Country Programme cycles. By doing so supporting the Planning team in ensuring all COs have up to date CPD guidance documents, adequate roadmaps (and monitor these), support Strategic Moments of Reflection, support coordination of Regional Office feedback to Country Offices on their programme rationale, and CPDs.
  2. Provide support to Country and Regional Office on results defining and indicator setting as per global standards and the Results Based Management (RBM) principles, monitoring and reporting, in so leading efforts on UNICEFs Results Assessment Module (RAM) technical support and quality assurance.
  3. Provide technical support to Country Offices during their Mid-year and Annual Reporting requirements.
  4. Provide technical, coordination and quality assurance support to the Regional Office during its Mid-year and Annual Review and Reporting requirements, including review of Country Office Annual Reports.
  5. Support the Planning team in organizing key events and meetings such as the Regional Management Team and Deputy Representative and Chief of Operations meetings, in addition to RO mid-year/end-year reviews.
  6. Other tasks as deemed required by supervisor and/or Planning team.

To qualify as an advocate for every child you will have…

Education: An advanced university degree in one of the following fields is required: Development studies, Social Sciences, International Development, Project/Programme Management or another relevant technical field. A first-level university degree in a relevant field combined with seven years of professional experience may be accepted in lieu of an advanced university degree.

Experience: A minimum of five (5) years of relevant experience, at the national and international levels, in programme planning, implementation, management, and/or monitoring is required.

Language Requirements: Fluency in English and Arabic is required.
