Job organizational context

The Access to COVID-19 Tools Accelerator (ACT-A) was launched in April 2020 with the aim of accelerating development, production, and equitable access to COVID-19 tests, treatments, and vaccines. ACT-A brings together governments, scientists, businesses, civil society, philanthropists and global health organizations.

UNICEF plays a substantial role in all three ACT-A pillars (diagnostics, therapeutics and vaccines), and in the Health Systems connector. UNICEF’s ACT-A/COVAX coordination team sits within the Health Section, Programme Division at UNICEF Headquarters, New York. This Temporary Appointment- Planning and monitoring specialist (P3) will provide strategic planning, monitoring and reporting support to the ACT-A/COVAX coordination team.

Purpose for the job

Under the supervision and guidance of the Senior Adviser, Health, the Planning and monitoring specialist (P3) is responsible for executing a variety of tasks related to planning, monitoring and reporting within the ACT-A COVAX team, requiring solid technical skills and knowledge of UNICEF processes and policies.

How can you make a difference?

Tasks will include the following:

  1. Strategic planning for ACT-A/COVAX

    • Supports strategic and operational planning for the ACT-A/COVAX unit, including annual work planning, budgeting, monitoring and tracking progress against milestones and recommends corrective actions as needed

    • Leads mid-year and annual reviews and related reporting

    • Prepares and/or coordinates inputs for reports, fundraising proposals and other requests

  2. Monitoring of grants managed by the ACT-A/COVAX

    • Leads the accurately and timely monitoring of programme implementation and financial utilization of multi-country grants managed by the ACT-A team

    • Establish monitoring mechanisms and ensure consistent tracking and reporting on ongoing activities and deliverables.

    • Analyses and evaluates programme and financial data and prepares data visualizations

    • Provides timely updates to relevant global, regional and country colleagues on grant implementation

    • Analyses data and provides inputs for reporting on UNICEF’s contribution to ACT-A

  3. Partnerships

    • Supports effective partnerships by coordinating and preparing high-quality reports and timely responses to requests from partners

    • Provides guidance to Regional and Country Offices on report preparation, donor proposals and concept notes

    • Participates in partner and coordination meetings and present data and provide insights.

    • Provides inputs, including on technical data, monitoring and evaluation, to fundraising proposals and concept notes to support resource mobilisation

  4. Information and knowledge management

    • Establishes, maintains and updates data and information related to ACT-A-related grants, making this available to internal and external stakeholders as appropriate using web-based content management systems, Sharepoint sites, etc

    • Supports the collation of inputs, analyses and resources so that document libraries are up-to-date.

To qualify as an advocate for every child you will have…

  • Completion of advanced degree in Social Sciences, Public Health or related degree.
  • A minimum of 5 years of progressively responsible work experience at national or international levels in programme management, planning, monitoring and evaluation.
  • Excellent communication skills, multitasking and result driven as well as ability to manage competing priorities, are required.
  • Fluency in English is required. Knowledge of another official UN language is considered an asset.
