In Syria, 14.6 million people are in need of humanitarian assistance, including 6.9 million children (Humanitarian Needs Overview 2022). UNICEF humanitarian appeal for Whole of Syria (WoS) is over USD 300 million for 2023, and its response is implemented by Damascus-based Syria Country Office, as well as Gaziantep outpost and WoS team based in Amman with oversight by MENA Regional Office. Planning, Monitoring and Evaluation (PM&E) Section of UNICEF Syria Country Office (SCO) performs the PM&E functions for the Country Office and provides technical support to related functions on behalf of WoS in close coordination with Gaziantep and Amman offices.

With the scale of humanitarian response, combined with the complex programming context SCO has enhanced its systems for implementation and results monitoring and accountability to affected populations. SCO is looking for a committed, dynamic and solution-oriented professional who will help us explore ways to meet the complex needs in country.

How can you make a difference?

Under the general guidance and supervision of Chief Planning, Monitoring and Evaluation (PM&E), this post will provide oversight for and technical support to the humanitarian response planning processes; performance, implementation and programme results monitoring and reporting; and accountability to affected population, in coordination with programmes, as well as partners. Major responsibilities include:

  • Manage the SCO’s monitoring system and provide oversight to the Third Party Monitoring so that it is consistently strengthened and improved to ensure independent oversight to programme delivery, quality, effectiveness as well as understanding on the situation of children. Explore and establish areas of collaboration with UN agencies, partners as well as other UNICEF offices. Scan the availability and applicability of analytical and innovative tools and approaches that can help enhance SCO’s programming to reach vulnerable children more effectively. Promote the use of data visualization tools, and support their use for the triangulation of monitoring mechanisms. Work with and support M&E team to identify innovative and creative ways to promote evidence generation and use of evidence for programming and decision making.
  • Provide oversight to the Accountability to Affected Population systems, monitor and quality assure the service line and the way it supports beneficiaries, ensure that beneficiaries feedback are received and their needs are met. Innovate and introduce new feedback mechanisms, as appropriate. Collaborate with partners and UN agencies to address the diverse needs of beneficiaries and establish referral pathways.
  • Coordinate with diverse stakeholders to develop humanitarian response plan and other office strategies as required, provide guidance with clear timeline and deliverables in consultation with different offices across Whole of Syria structure, quality-assure and provide technical guidance and support as necessary.
  • Produce high-quality analytical reports to highlight the situation of children and their families in Syria, and UNICEF’s response to this situation. This include strategic documents describing SCO programme response to address the dynamic situation in country, country office annual reports, development and updates of Humanitarian Appeal for Children in Syria, and regular Whole of Syria Situation Reports and infographics in coordination with the Programmes, Field Services, Whole of Syria Gaziantep and Amman Offices.

To qualify as an advocate for every child you will have…

  • An advanced university degree in social sciences, planning development, monitoring, and project management is required.
  • A minimum of five years of relevant professional experience in the areas of humanitarian response planning, programming, reporting, implementation, monitoring, and data analysis.
  • Exposure to complex humanitarian programming context, proven knowledge about humanitarian-development nexus and resilience programming considered as advantage.
  • Good understanding of the overall programming and operational context of Syria and Whole of Syria approach is an asset.
  • Excellent interpersonal skills and ability to work with diverse group of people at all levels of the organization and with external partners to deliver results.
  • Fluency in English is required; Excellent writing skills in English and proven ability to write evidence-based analytical and strategic documents is required. Knowledge of the local language (Arabic) is an asset.
