The Monitoring and Evaluation Analyst, located in the UNFPA State Office, contributes to the smooth provision of critical services relating to programme/project monitoring and evaluation to the UNFPA State Office staff. National UN Volunteer will build close relationships with Country Office programme, implementing partners, counterparts as well as the donor community at the State level for efficient and effective delivery of the country programme. National UN Volunteer will provide quality support to programme/project monitoring and evaluation activities, ensure M&E requirements are fulfilled and reported in a timely manner with required quality checks, in line with UNFPA guidelines and procedures.

Under the direct supervision of the State Programme Coordinator, and technical guidance of the Planning, Monitoring and Evaluation, PM&E Programme Specialist in the Country Office in New Delhi, the PM&E Analyst will perform the following tasks:

Implementation of Programme Monitoring and Evaluation Activities  Assist in the development, update, and effective and efficient implementation of the State programme and projects annual work plans with focus on results monitoring, objective hierarchy, indicators and monitoring mechanisms, tools, and procedures.  Support the preparation of programme/projects M&E Plan capturing qualitative and quantitative aspects according to the annual work plans  Contribute to the design and set out the framework and procedures for the monitoring and evaluation of project activities, with Implementing Partners, Programme team in the State Office and M&E Specialist in the Country Office.  Ensure that activities/events needed for monitoring are scheduled and responsibilities assigned  Collect monitoring evidence that the results are being produced as intended and are efficient  Support UNFPA Staff and Implementing Partners in preparing data collection and reporting.  Utilize the PM&E information system, updating the projects, activities, and indicators on a routine basis.

Analysis and Reporting of Monitoring and Evaluation activities  Support the State Programme Coordinator with data management and identify programme/project challenges and propose orrective actions to enhance the achievement of results.  Collect data from the relevant stakeholders and carry out data analysis to assess performance against the indicators and targets;  Support the development and testing of M&E methods, revise and assist in the implementation of recommendations to improve the efficiency of current monitoring systems.  Review and /or write project/programme mandatory reports;  Assist the programme/projects’ reviews and evaluations  Prepare consolidated progress reports on M&E findings for project management, approved reporting formats and timing.

Capacity Building in Monitoring and Evaluation  Support the regular sharing of the M&E findings and tools with UNFPA State personnel, Implementing Partners and primary stakeholders.  Contribute to refresher training in M&E UNFPA personnel, and Implementing Partners.  Contribute to knowledge networks and communities of practice.

Carry out any other duties as may be required by UNFPA leadership.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

 Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);  Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;  Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
 Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;  Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;  Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

As an active team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNFPA M&E unit in the accomplishment of her/his functions, including:

o Support building a solid evidence base for UNFPA engagement in national policy dialogue and advocacy on its mandate areas o Support preparation of briefs and dissemination for policy advocacy o Work closely with the country and state offices teams and national counterparts to ensure M&E aspects are well internalized and applied o Support in monitors progress by coordinates with national and state levels technical and managerial team o Support establishing a results-based information management system associated to the output indicators of the CP Results Framework and the monitoring and evaluation frameworks of the Work Plans

Bhopal is the capital city of the Indian state of Madhya Pradesh and the administrative headquarters of Bhopal district and Bhopal division. The city was the capital of the former Bhopal State. Bhopal is known as the City of Lakes for its various natural as well as artificial lakes and is also one of the greenest cities in India. It is the 17th largest city in the country and 131st in the world. Bhopal has a humid subtropical climate, with cool, dry winters, a hot summer and a humid monsoon season. Summers start in late March and go on till mid-June, the average temperature being around 30 °C (86 °F), with the peak of summer in May, when the highs regularly exceed 40 °C (104 °F). The monsoon starts in late June and ends in late September. These months see about 40 inches (1020 mm) of precipitation, frequent thunderstorms and flooding. The average temperature is around 25 °C (77 °F) and the humidity is quite high. Temperatures rise again up to late October when winter starts, which lasts up to early March. Winters in Bhopal are cool, and not very much comfortable like summers, with average daily temperatures around 16 °C (61 °F). The winter peaks in January when temperatures may drop close to freezing on some nights. Lowest temperature ever recorded was 0.3C. Total annual rainfall is about 1146 mm (46 inches).
